Background House Bill 1418- passed in 2010 Created a statewide reengagement system— Systematic coordination of youth-serving organizations, institutions and schools that support robust networked pathways to credential attainment, postsecondary education and career training for youth who are disconnected and have dropped out of school. Most programs were launched in 2013 and 2014

3. Open Doors Programs Open Doors programs offer basic skills instruction, GED prep, work and college readiness curriculum, and HS credit recovery options Case management is a required program element Partners include: local Educational Service Districts (ESDs), school districts, WIOA youth programs, community colleges, other youth-serving agencies Local areas/consortiums have flexibility to design a program and service delivery model that works for their areas, while adhering to state guidelines, performance, and reporting requirements Goal of Open Doors Programs Reengaging students to attain a GED or HS Diploma, and assisting with the transition to postsecondary education and/or employment

4. Open Doors Students Eligibility Requirements: Ages 16-21 (age 16 on September 1 of current school year), and – Have dropped out of school, – Are significantly behind in obtaining high school credit, OR, – Are recommended for enrollment by case managers from DSHS, Juvenile Justice System, or District personnel
