2 Public Health Concordat NHS Human Resources Transition Framework Local Government Transition Guidance

3 The concordat must achieve: 1.Be clear on the intent of the concordat and what is in and out of scope and who is and is not covered by the concordat 2.Be a high level National framework with local flexibility 3.Set out clear principles which include equity and transparency 4.Be jointly recognised and clear on joint working to achieve end state 5.Be positive and reassuring for public health and LA staff for their future 6.Give confidence to staff affected, it should be about creating for the future 7.Recognise the different PH roles and reflect the different start and end points 8.Be and enabler to career progression and training within the system (LA/NHS etc) 9.Reflect difference in T&CS 10.Be clear transfers are a local issue 11.Recognise there may be uncertainty in the end point at this time but that it will need to link into the emerging system architecture 12.Acknowledge long term viability of public health roles 13.Be clear on clear on sequencing including where discussions on end state will be made and who with 14.Commit to provide further detail as and when it becomes known
