Information Sharing Index Pete James Project Director IS Index Project DfES 20 Jan 2006

Agenda Introduction and Purpose What is the IS Index and where does it fit? How is the Index going to work (and how will it help you and yours?) The experience of a Local Authority Trailblazer – Peter Chester The Big Issues (have we captured them all?) Funding, timing, governance, accountability, security, quality What happens next? Implementation Planning: discussion

Introduction & Purpose A Mission Critical project Index Announcement – 8 th December Ministerial letter to all Directors of Childrens Services in England Project needs Executive buy-in and commitment – DCSs, PCT CXs and other key local agencies… Describe key aspects of the Index establishment and operation… Pre-Deployment advice and support needs testing… Your feedback will inform our Implementation Planning…

Information Sharing (IS) Index A tool to help Practitioners to accurately identify: the Child or Young Person before them if they are receiving universal services which other Practitioners are (or have been) involved with the child that another Practitioner has information to share, has undertaken an assessment or is taking action with regard to the Child The requirements and solution structures are being shaped by: Learnings from Trailblazer Local Authorities Extensive consultation with other relevant stakeholders Policy & Regulatory framework Public and cross-government consultation

IS Index Functions Locate record & identify a child View childs record Manage data Manage data sourcing Manage user access Management Information

Data flows Description : 1.All data about children is held centrally in 150 database partitions 2.Central system processes data 3.Local Authorities manage their own data 4.National data supplied centrally 5.Users connect to central system Central ID mgt DWP 150 database partitions

Web services LOCAL NATIONAL What does Index comprise? Web server Data file handler DWPNHS Social services Education Connexions Social services Education Connexions Social services Data supply Practitioner access Social services Education NHS

What will the IS Index look like? Case system Name: Johnny Smith Address: 23 Acacia Ave Details: Johnny comes from a broken home & is a victim of bullying in school Other practitioners: Fred Jones, GP 01234 567890 Looks like next release of Practitioners own system IS Index

Case Mgt System changes – a pragmatic view X Practitioners reached cost of change 70 – 90%

Top 6 Questions / Issues Funding provision… Operational Governance… Accountability… Security… Quality… Implementation timing…

Big Issues (1): Funding How much? What for? Will it be enough? When do I get it? How visible will it be? etc…

Big Issues (2): Governance data source IS Index Central Organisation Operate Index, help, change, manage data supply accreditation, training, MI DfES sets policy, finance, commissions change provides service to deploys changes to children's workforce organisations provides service to LA Manage data, users Trains, connects

Big Issues (3): Accountabilities for data LA ~ Data source IS Index Observed discrepancies Reported to LA LA liaises with sources about data problems X matching LA changes matching Responsible for the records of children in their area

Big Issues (4): Security Access limited to those who have: Had their need established Been CRB-checked Received training Role-based access controls Hide sensitive children; Hide sensitive practitioner involvements from all but essential staff; Allow normal access controls to be overridden with safeguards; Audit of all overrides Mechanisms to prevent trawling, including: ensure child address not visible until enough data supplied to identify child uniquely, audit ALL accesses to records repeated access to records of children not assigned flagging up a security alert

Big Issues (5): Data Quality Data kept minimal Choose data sources to maximise coverage, completeness, currency, accuracy and verification of data Automated data feeds – do not ask people to remember or add work Data quality reports Clear accountabilities…..

Practitioner with modified CMS Practitioner without modified CMS Data Quality - accountabilities Practitioner Records data on CMS as part of normal process – onus is on good practice Case Mgt System Automatically extracts data and supplies to IS Index LA ISA Administrator Picks up discrepancies, errors, liaises with sources to correct Central team Liaises with national sources to correct discrepancies, errors Practitioner Records data on IS Index via browser or mediated access – new process LA ISA Administrator Picks up discrepancies, errors, liaises with sources to correct Central team Liaises with national sources to correct discrepancies, errors

Big Issues (6): Timing 200620072008 JanJulJanJulJanJul Iterative design/build Build Index data Data management roll-out Practitioner access roll-out
