1 IARU Region 1 Activity report to GAREC 2010 Greg Mossop IARU Region 1 Emergency Communications Co-Ordinator 11 th October 2010

2 Organisation and Training In one year the number of National Emergency Co-Ordinators has increased from 29 to 34. The estimated number of Radio Amateurs involved in Emergency Communications increased from ~5000 to ~10000+

3 Organisation and Training The Global Simulated Emergency Test remains the main way of encouraging countries to work together but this is not without problems... Organisation of the event reveals as many issues as the operating.

4 GlobalSET – Who can take part? This always used to look easy... The HQ-Stations of all IARU member societies..and stations of Emergency Communications Groups. But all must be able to work together !

5 GlobalSET – Who can take part? The decision rests with the IARU Regional Co-Ordinators or their National Representatives. In a real emergency we need to have built the trust and working relationships before the event and with the right people.

6 GlobalSET – CoA Frequencies Still problems in getting clear frequencies for exercises and actual live events. How do we publicise the use of the frequencies ? Do we all understand what 'Centre of Activity' means?

13 Region 1 is not only Europe ! Region 1 is Europe, the Middle East and Africa; Different licensing Different needs Different people.... same problems.

14 Disasters and Incidents. Haiti Earthquake Chile Earthquake Both examples of how we managed our internal and external communications. There have been incidents Region 1 – just not reported...

15 Disasters and Incidents. We need to separate the three information types; – User Messages – Info to Amateur Community – Info to the Public Some we do well, others not so well. We need to build trust !

16 Challenges Standardised procedures Appropriate publicity for our work We are not visible enough to the Amateur community. We are not a broadcast news service ! Alerting methods
