The Usafi wa Mazingira Tanzania (UMATA) is a programme focused at improving sanitation and hygiene at communities
It is a five year programme which will be implemented in Dodoma

3. Country Programme Proposal
The programme was designed to the value of US $5,000,000
US$ 200,000 has already be granted to UNICEF as a small grant, to implement some activities outlined in the CPP.
In addition:
US$ 50,000 has been allocated to support the running of the Programme Coordinating Mechanism.
US$ 40,000 has been allocated to undertake audits over the life of the programme.
Therefore total budget of the programme/grant is US$ 4,890,000

Programme will works at two levels:
Strengthening national knowledge, skills & systems to support scale up of S&H
District level implementation at scale
Dodoma region has been selected for the following reasons:
Poverty levels being one of the lowest in the country.
Central location is expected to contribute to scalability, to enable people and institutions to visit the programme districts and draw lessons from the programme.
The initial trials of the TSSM have been supported in 2 districts in Dodoma region, offering access for learning and expansion of the approach in neighboring districts.
Bahi, Chamwino & Kongwa districts selected due to:
Among the bottom twenty districts with high under five mortality rate in the country
The districts are not being supported by any S&H programme

OBJECTIVES
To increase the number of households and community institutions with access to improved sanitation with hand washing facilities with soap and practicing improved hygiene behaviours.
To launch an IEC campaign for all households & community institutions to have access to improved hygiene and sanitation facilities.
To build capacity on S&H of key national and local actors and institutions.
To contribute to the strengthening of the national monitoring & evaluation system for sanitation and hygiene by learning on its roll out across the 3 programme districts.
To draw lessons learnt from GSF programmes, disseminate and contribute to improved programming in hygiene and sanitation

Component 1: Increased number of households in programme districts with access to improved sanitation with a designated place for hand washing with soap and practicing improved hygiene behaviours
Activity Strengthen supply chain from national to local level, through investigating business and financing models and establish sanitation centres
Activity Ignite the communities and sensitize them for improving their latrines and to construct hand-washing facilities, as well as establishing mechanism for supporting the most vulnerable
Activity Promote income generating activities for CORPS and Artisans as incentive and enabling factor for sustaining mobilisation activities
Activity Establish sanitation clubs in schools and organize competition events to enhance SWASH communication
Activity Support to schools/health facilities to improve sanitation and hygiene

Component 2: An IEC campaign for all households and community institutions to have access to improved hygiene and sanitation facilities
Activity Support the development of an evidence based national IEC strategy for sanitation and hygiene with oversight by the national Household Hygiene and Sanitation TWG and the SWASH TWG
Activity Use the National IEC strategy and materials to promote S&H through mass media channels.
Activity Procure services for the broadcast of the national IEC strategy and develop materials to promote S&H through electronic and print mass media channels

Component 3: Capacity Building on S&H of Key local Actors and Institutions
Activity Train a pool of 60 National Facilitators, based in different regions across Tanzania to be able to support districts roll out the modified TSSM approach and on using the National SWASH guidelines including the ToT for teachers to improve their hygiene education. (Activity partially supported within UNICEF Grant)
Activity Training programme for artisans in the production of sanplat and other S&H technological options.
Activity Training programme for sanitation artisans, CORPS, local govt. staff and village leaders in the total sanitation ignition process and sanitation marketing
Activity Training programme for district staff, teachers, local NGOs and CBOs on the use of the National SWASH guidelines, including governance and teachers on participatory teaching of hygiene in the curriculum

Component 4: Strengthened national monitoring & evaluation system for sanitation and hygiene in the 3 programme districts
Activity Support the National Technical Committee on S&H to oversee the development of a strengthened national monitoring system for sanitation and hygiene in Tanzania (Activity partially supported within UNICEF Grant)
Activity Undertake a mapping of the WASH facilities in all schools of Bahi and Kongwa districts as well as all health facilities in the Bahi, Chamwino and Kongwa districts to understand the scale of the problem and the main constraints for poor hand washing facilities / motivators for good SWASH (Activity partially supported within UNICEF Grant)
Activity Implement the strengthened government monitoring and feedback system in the programme districts and conduct a programme level evaluation of the effectiveness of the government's improved monitoring system as being implemented in the programme districts and region

Component 5: Lessons learnt from GSF programmes contribute to improved programming in hygiene and sanitation
Activity Research and documentation of programme experiences and good practices in relation to S&H promotion, sustainable sanitation markets, supply chain, communication channels & gender and social inclusion.
Activity Sector networking and learning programme to share GSF experiences & wider sector knowledge at national and regional level

13. Country Programme Proposal
Key Programme Strategies and Approaches
The programme will be managed by the Executing Agency selected by the WSSCC Secretariat through a competitive tender process.
The programme which will be implemented by the communities, their local governance machinery and CSOs and will be spearheaded by selected Sub-Grantees.
The sub-grantees will work closely with the local government authorities and institutions, including schools and health facilities.
This programme is intending to mobilise resources (financial and human) through close involvement of LGAs and their communities.
The programme monitoring system will feed into the LGA sanitation and hygiene M&E system, who have overall responsibility for monitoring
