1 Situation Critical: The War Room

2 Greetings delegates. It gives me great pleasure to welcome you all to India Calling 2014-15. I will be the director of Simulation –II : National Security Committee. The committee here is focused on topics of defense and internal security. India, being a vast land with different cultures, defense and protection of our interests matter the most. However, in the recent years, there have been major lapses and loopholes in our internal security that have put the state of our entire armed forces and its branches at risk. I give you the opportunity to go back into time to discuss the prominent wars that we fought, the defensive tactics employed and look towards possible solutions that could have changed the outcome of the wars that we fought. This committee also give you the opportunity look into our current state of our armed forces and plan an actual defense protocol to be used in case of an emergency. My team has worked very hard and tirelessly over these days to help give you an unimaginable experience during those two days of the conference. I wish you all luck and hope to see and meet everyone on 22 nd August. Thank you and good luck!

3 English will be the official language of communication at all times. Also, Delegates are expected to use parliamentary language at all times. After, the committee starts working, the delegates have to raise their placards to speak on the forum. Points of Personal Privilege may be raised if required. NOTE- The Principle of Parliamentary Procedures where only one person speaks at a time must be strictly adhered to.

4 Delegates are allowed to carry their laptops, tabs and iPads but no internet connection will be provided. Also delegates are not allowed to use internet inside the committee at any point of time. Delegates are requested to go through their background guide carefully for proper research with reference to their respective committee topics. Delegates are allowed to pass memo to other delegates of the committee. Delegates are expected to encourage smooth running of the committee. Each delegate has one vote and the decisions will be taken only if two- third of the committee votes for it. Delegates are expected to respect the people around them. Delegates are strictly forbidden from vandalizing the school property. Anyone found vandalizing the school property shall be removed from the committee.

5 Questions to be answered: Was India’s stance against China in the conflict justified? What was the reason for the loss of the 1962 war with China? Was India naïve in its assessment of Chinese intentions? How could India have prepared itself better in terms of a military engagement? Would it be better if more diplomatic talks had taken place? Should India have given asylum to the Dalai Lama? SINO-INDIAN WAR

6 Indo-Pakistan Wars Was India’s aggression in the Indo-Pakistan war of 1965 justified? Analyse India’s interference in the 1971 Bangladesh Liberation War.

7 Issues related to 21 st century Which border line demarcates India’s border with Pakistan and China? Elaborate India’s stance on the borderline issue that prevails in the north-eastern front with China and Kashmir in the north. What were the reasons attributing to failure of a proper response during the Mumbai Terror attacks of 2008? With India being a superpower of the world, has the defence/internal security failed to perform up to the expectations in order to protect the country’s interest and safety? Corruption in defence spells a deadly havoc for a country. How would one possibly justify that corruption in India has played a major downfall for its safety and up gradation of the armed forces?

8 POLICY 1: Attribute the reasons to cause of defeat to China in the 1962 War. Highlight India’s stance with Pakistan during the war. POLICY 2: Highlight new proposed ideas to handle wars and crisis situations. Design a small, working defence protocol to be established in case of breach of internal security/ war. Outline future prospectus of any stance towards one of the superpowers of the world.

9 Award Policy Please note down the below information on the criteria set forward for the awarding of delegates. This information is provided by the Secretariat of the India Calling Conference 2014:  Each committee will award three titles - ‘ Principal Speaker Award’ ‘ Best Opponent Award’ ‘ Best Research Award’.  ‘ The Best Participating School’ will be awarded on the basis of performance in all the three simulations.  The recipients of these awards will be chosen by the Secretary General of the conference on the basis of recommendations from the simulation executive board members who will chair the respective committees.

10 The factors to be taken into consideration are as follows:  Extensive and accurate knowledge of committee topics, as well as application of said knowledge.  Effective and diplomatic communication with other delegates.  Contribution to pragmatic and acceptable solutions to the discussed issues.  The ability to make cohesive and swaying arguments.  Skill in the development of resolutions and amendments.
