6 6 Helmand Province Ordinary Budget For the year 1389, Helmand received 4.2 billion Afs in Operating allotment from GoA across 33 ministries/spending units represented in the province. Ministries of Defense, Interior, and Education received the largest amount of operating funds in the province Overall allotment execution rate was 98% or 4.1 billion Afs In 1389 salaries accounted for 92% of all operating expenditures in Helmand IDLG, MoF, MoJ, and Min of Martyrs, Benefits, & Social Affairs have less than 50% of their operating budget in salaries Of the Top 10 budget units in Helmand several under executed their operating budget in 1389; Follow up to understand the reasons why under execution occured IDLG – 93% MoE – 90% MoF – 88% MoJ – 91% MoPH – 82%

14 14 Helmand Province Development Budget The 1389 Development budget allotment was 1 billion Afs, execution was 817 million Afs (80%) and the 1390 allocation splits the two with 936 million Afs. Helmand is expected to executed a high percentage of its allocation in 1390, not just its allotment MRRD, MoE, and MoPH have the three largest development budgets in Helmand. MRRD executed 83% of its allotment in 1389 but has a smaller allocation in 1390 MoE and MoPH each received a increase in their 1390 alloction over their 1390 allotment; MoE needs to execute at a higher rate then the 1389 percentages of 63% MoPH had a 95% allotment execution rate in 1389 and needs to continue the high number in 1390
