6 5 Proposed Negotiation Process  Submit a request to FERC for additional time and a delay of issuance of the Notice of Ready for Environmental Analysis to complete negotiations on Proposed PM&E Measures  Continue collaboration with the stakeholders post-filing of the FLA (March through June 2011)  Develop Supplemental Information including rationale supporting consensus of PCWA and Relicensing Participants on resolved issues (if applicable)  Submit Supplemental Information to FERC on November 1, 2011
