Managing Accelerator Quality Matthew Conlon 13 April 2015

Vision and Strategy Accelerator Systems Project Quality (ACCSYS Q) Vision ’to manage, assure and confirm the quality Accelerator’s systems and components’ Strategy Accelerator shall fulfil its Vision, and the expectations and directions of ESS and ESS Quality Division, by developing and performing a focused-for- Accelerator application of the ESS Management System (ESS MS). This will include Work Package (WP) audits, Quality assessment, technical reviews and other cooperative activity with WPs and partners (collaborators, In- Kind Contributors and suppliers) to assure quality (QA) and to confirm compliance to quality (QC) 2

Definitions Quality (Q) ‘The degree to which a set of inherent characteristics fulfils requirement’ ISO 9000 Quality Management (QM) Coordinated activities to direct and control an organization with regard to Quality ESS Quality Div. Quality Assurance (QA) Activities that attempts to improve and stabilize production (and associated processes) to avoid, or at least minimize, issues which led to the defect(s) in the first place ESS Quality Div. Quality Control (QC) Activities that focus on fulfilling requirements such as testing of products to uncover non-conformities ESS Quality Div. 3

Start Point for Managing Quality Construction Phase since early 2013. Design is in detailed stage. ESS Q Div is a small organisation, so ESS projects must manage Quality largely with their own resources within Accelerator, a QA/QC representative was not initially in the staff plan. It is now limited to single resource which is part- time until mid-2015. differences in Accelerator WP procurement strategies, scope, budget and capability / resources varied capabilities of IKC and suppliers 4

Conclusions and Way Forward Focussed approach rather than holistic: – more QA/QC on Accelerator systems and components, – less QA/QC on organisation and processes QA/QC assessment then a graded approach for: – ACCSYS WPs – IKC and suppliers ‘Matrix’ available resources from: – ESS Q Div and other ESS projects – ACCSYS WPs – external collaborators – IKC and suppliers 5

ESS Quality Div milestones (including to meet SSM expectations) Implementation of ESS MS phase 1 2015 Q2 Quality requirements for procurement and IKC, 2015 Q2 Supplier/in-kind QA assessment established 2015 Q2 Internal Audits (of ESS Projects) established 2015 Q3 readiness review for installation and SSM Inspection 2015 Q4 6

ACCSYS Q planning, 2015 increase ACCSYS Q resources to 1 x FTE during Q2 2015 Develop ACCSYS Quality plan by end of Q2 2015 in parallel with the above, perform or participate in Accelerator’s and partner’s activities for assuring and controlling Quality 7
