Total System Metering For DG & Combined Heat and Power - aka ‘RECYCLED ENERGY’ Net Metering Remote Telemetry Metering for Off-Site Generation TYPES OF NON-TRADITIONAL METERING

Traditional metering of generation TOTAL SYSTEM METERING FOR COMBINED HEAT AND POWER

TYPICAL GENERATOR METERING

Traditional metering of generation Metering at the point of grid connection TOTAL SYSTEM METERING FOR COMBINED HEAT AND POWER

TYPICAL INTERTIE METERING

Traditional metering of generation Metering at the point of grid connection Metering of the heat recovery system Therms and Therms/hour (1 Therm = 100,000 BTU’s) TOTAL SYSTEM METERING FOR COMBINED HEAT AND POWER

HEAT RECOVERY METERING AND MONITORING

What is Net Metering? Purchased Electricity - Generated Electricity The grid as a “storage” medium. Makes use of existing revenue metering devices Credit issued for net generation NET METERING

Where Net Metering Available? Availability is restricted by each States PUC/PSC Regulations Some States where it is available: OR, MT, WA, ID, NY, NJ, ?? CA ?? It is being considered in others NET METERING

Who is eligible for Net Metering? Regulations vary between States Residential and Small Industrial/ Commercial users Size of generation No minimum size Maximum size varies from 25 KW – 2mW Renewable energy and some cogeneration systems NET METERING

What types of generation are currently eligible for Net Metering Solar Wind Hydro Fuel cells Methane fueled generation from: Animal Waste (NY) Landfills (NJ) Biomass (cultivated & harvested sustainable manner) (NJ) Small Co-Generation <100 kW (ID) NET METERING

What is the future of Net Metering? Expanded area of availability (States) Increase in allowable size of generation Inclusion of energy saving technologies Combined Heat and Power Distributed generation NET METERING

Remote metering of the load is transmitted to the generation site Several methods of telemetry are available Fiber optic connection Leased (dedicated) phone lines Line carrier signals Satellite communications/modems Determining factors in choice of telemetry Distance between load and generation Local infrastructure Frequency of generation Cost REMOTE METERING FOR OFFSITE GENERATION

All meter values are summed at the generation site Power is exported to match remote loads Common application is for demand curtailment operations Utility initiated on high (peak) load levels Initiation via SCADA Notification of customer System can reduces loads to the contractual level of the curtailment contract – often near zero REMOTE METERING FOR OFFSITE GENERATION

Expands the possible applications Eliminates problems with “spot network” loads by generating at the substation level. Allows the generation to be located at the available “heat load” for CHP Can reduce cost of “inter tie” protection REMOTE METERING FOR OFFSITE GENERATION

Example 1. Waste water treatment facility with two sites Separate distribution substations Fed from common transmission lines Generation located at substation with the critical standby loads which were also the largest loads REMOTE METERING FOR OFFSITE GENERATION

Example 2 - Multiple city center users with generation at a remote substation Solution for “spot network” distribution system Local installation was prohibitive Restrictive space (installation/service) Noise and emissions problems REMOTE METERING FOR OFFSITE GENERATION

Example 3. Association of non- generating rural coops Provides curtailment for total usage level of all the coops Installation was at the substation of the largest user to insure adequate interconnect capacity for the power exported. REMOTE METERING FOR OFFSITE GENERATION
