In terms of Section 4 of the PanSALB Act, the the Board is an independent organ of state, subject only to the Constitution and its founding legislation and must perform its duties without fear, favour or prejudice. All organs of state are enjoined to cooperate with the Board and may not interfere with the function of the Board in its execution of its mandate. 13 13 Summary of Immediate Past Performances 2007/2008 Strategy InitiativesChallenges Awareness Cooperation with other bodies In an award ceremony held in Gauteng, PanSALB honoured those who contributed immensely to the promotion of multilingualism and Nation Building. PanSALB hosted Mother Tongue Celebrations across the country. In some provinces these celebrations were in partnership with either provincial departments of arts and culture, DPLG and municipalilties.  PanSALB has been involved in the introduction of African languages for commands in the Microsoft Windows suite PanSALB entered into cooperation agreements with the following stakeholders:  Stats SA  NHTL  Eastern Cape Education Department  Home Language Project  Microsoft  Nu Trend publishers  uMhlobo wenene  Mzansi multi-media Inadequate funding inhibits full exploration of programmes. The PanSALB Act in its current form has limited PanSALB’s impact owing to a lack of enforcement role and penalties

14 14 Summary of Immediate Past Performances 2007/2008 Strategy InitiativesChallenges Monitoring As part of status language planning PanSALB visited a number of municipalities countrywide to assist with the development of languages policies. Most municipalities that PanSALB visited did not budget for language policy matters. PanSALB does not have sufficient resources to make follows ups with municipalities to ensure the implementation of recommendations made during the initial visits. PanSALB regrets the lack of positive response by some Departmental officials, and provincial legislatures in this regard which leads to delays in establishing new PLC structures e.g Eastern Cape is without the PLC for the past 4 years North West PLC should have been in place in March 2007 Gauteng PLC should have been in place in March the interim will operate as from the 1 Nov. 2007 In KZN there is an interim PLC operating while the MEC is finalising the reconstitution process

15 15 Summary of Immediate Past Performances 2007/2008 Strategy InitiativesChallenges Organizational growthPanSALB employed 13 senior languages practitioners and deployed them in provincial offices to enable delivery on the ground and for the coordination of NLUs, PLC and NLBs. High staff turnover and low morale within PanSALB had a negative impact in the organization. Drastic measures had to be taken to appoint a service provider in order to review all job descriptions and evaluate the new and existing jobs to determine the relative size or weight of jobs within an organization as a means to alleviate the high staff turnover. Appointment of a Service Provider to assist in the overhauling and introduction of effective and efficient performance management system. At the time, PanSALB utilized an Interim Performance Assessment Questionnaire (IPAQ) tool from the DPSA to assess staff in order to compensate them. PanSALB currently has a staff compliment of 58 persons. Staff moral appears to be high following job grading process. Inadequate human resources support Inadequate facilities and technology Inadequate management structure, misalignment with the Public Service Act, flat structure, non-market-related salaries Concern that operationally PanSALB has to cover a large geographical area with a small staff complement We are unable to fund the ideal organogram to meet our Constitutional obligation. Operational effectivenessThrough invested funds PanSALB bought 6 vehicles for the operational effectiveness of provincial offices. This will reduce the costs of car hire when officials are monitoring the implementation of language policies. Not all provinces were bought vehicles due to lack of funding.

32 32 Past Spending Patterns A breakdown of PanSALB’s budget in the past few years demonstrates an upward trend in salary spending patterns, particularly moving from 21.55% in 2003 to 24.66% in 2007. Mzansi Media Mecca The project involves the establishment of a printing plant with a focus on printing newspapers published in indigenous languages, it is also envisaged that this plant will be a resource to the newly established Writer’s Guilds, which will facilitate mass production of written materials on African Languages to support Cabinet’s literacy drive. South African Language Village The Language Village is a living mosaic that artistically preserves the deepest faculties of each language and yet brings out the wholeness and depth of their commonality at the core. Promoting multilingualism through branded wall mirrors In 2007 PanSALB celebrated a decade of multilingualism and nation building and awarded recognition to various stakeholders who have contributed in this regard.
