Extended life and increased market value of buildings. SMEs to be involved in the process – architectures, constructors, companies for audits for energy efficiency, material manufacturers and others. 6 6 The project is part of Pan- European Transport Corridor IX Bucharest – Rousse – Dimitrovgrad-Alexandroupolis. The road is a junction of traffic flows in the North – South direction. Length: 10. 6 km, including the 3.2 km tunnel under peak Shipka. The projected investment cost of the investment for Phase II is EUR 150 mln.

7 7 Road E-79 Vidin - Botevgrad is part of Road E-79 Vidin – Sofia – Kulata Border-Crossing Checkpoint, Is the Bulgarian section of Pan-European Transport Corridor IV: Dresden/Nuremberg – Prague – Vienna/Bratislava – Budapest – Arad – Bucharest – Constanţa/ Craiova – Sofia – Thessaloniki/ Plovdiv – Istanbul. Length of the road: 158 km Projected cost of the investment: EUR 496 mln.

8 Part of Pan-European Transport Corridor X, linking Western Europe with the South Balkans. The length of the road is 47. 5 km. Projected cost of the investment: EUR 245 mln 8

9 The Rousse – Veliko Tarnovo road is part of Pan-European Transport Corridor IX, which links Europe with Istanbul and the Middle East, and from there with Africa. Traffic on the road is highly intensive. A large part of the transiting motor vehicles are trucks. The length of the road is 110 km. Projected cost of the investment: EUR 420 mln. 9

10 10 Located in Eastern Bulgaria, links the two largest ports, Varna and Burgas, as part of Pan-European Transport Corridor VIII which runs to the Adriatic Sea 10 km of the motorway have been completed, and 95 km remain to be built Projected cost of the project: EUR 340 mln.

11 In Bulgaria, a major problem is the poor quality of the infrastructure and the need for funds to build, efficient maintenance, modernization and development; The location of Bulgaria as one of the crossroads of Europe – with 50% of Trans European corridors passing through it, imposes a need to collect revenues from visiting and transiting vehicles, to maintain road quality and to support smooth border and internal security operations. The current sticker vignette system is costly to administer and may not collect all the revenues due – as it is not an easily enforceable system. It is also a very blunt tool – charging by duration of access rather than distance travelled.. 11
