Legislative rationale behind the transfer of management of point of entry to the National Chamber of Entrepreneurs of the RK COMMITTEE OF STATE REVENUE OF THE MINISTRY OF FINANCE OF THE REPUBLIC OF KAZAKHSTAN 1 Pursuant to clause 2 of the article 242 of the Code of the Republic of Kazakhstan "On the customs service in the Republic of Kazakhstan", for the purpose of creating favourable conditions for movement of passengers, vehicles and goods through the customs border of the Customs Union, the Government of the Republic of Kazakhstan is entitled to transfer control of infrastructure assets of a point of entry on the National Border of the Republic of Kazakhstan to the National Chamber of Entrepreneurs of the Republic of Kazakhstan in accordance with the procedure established by the legislation of the Republic of Kazakhstan. 10 Conditions of development of the infrastructure of transport and logistics centers
9 creating multilane border crossing points to eliminate bottlenecking associated with the limited number of lanes for transport traffic; modernising border crossing points and transshipping lots for the purpose of enhancing the capacity of border stations; phased construction of transport and logistics centers based on public-private partnership in the frontier road crossing points located on the outer boundary of the Customs Union, for the purpose of satisfying the growing need of increased transshipment of cargoes subject to processing at transport and logistics centers. 11 Necessary measures of improving the logistics climate
10 simplify customs procedures in foreign trade activities; reduce the amount of permit documents for import and export operations in the transportation process; attract global companies or establish competitive companies capable of providing high-grade transport and forwarding services; provide the opportunity of cargo tracing; dispatch regularly scheduled container trains along the main routes of cargo traffic for the purpose of meeting delivery deadlines COMMITTEE OF STATE REVENUE OF THE MINISTRY OF FINANCE OF THE REPUBLIC OF KAZAKHSTAN
