5 Lead from the front Texas Nodal http://nodal.ercot.com 5 What is Single Entry Model Go Live? The ERCOT NMMS tool is deployed to production. TSPs will use the ERCOT NOMCR process to submit network model changes to ERCOT. TSPs will no longer submit Service Requests for zonal network model changes (unless agreed to with ERCOT Network Modeling Group). ERCOT will enter NOMCR-submitted changes from TSPs into zonal Genesys modeling system (ERCOT dual entry). QSEs w/resources will continue to submit RARFs; ERCOT will submit NOMCRs on their behalf. ERCOT will generate and maintain the NMMS ERCOT CIM model.

6 Lead from the front Texas Nodal http://nodal.ercot.com 6 Single Entry Model is Not… Confirming that all nodal systems (EMS, MMS, OS, etc) are interpreting CIM data correctly and results are consistent –This will be an iterative process performed after Single Entry Model Go Live and before the 168-hour test. Does NOT enable TSPs to use the ERCOT planning model change requests –Planned as a future ERCOT NMMS release, coordinated with TSPs

7 Lead from the front Texas Nodal http://nodal.ercot.com 7 Moving forward with Section 21 as governance… Protocol 21.12.3Notice to Market Participants of Effective Date for Nodal Protocol Provisions and Retirement of Zonal Protocol Provision No part of the nodal market design may start operation until all the Market Readiness Criteria for that part of the nodal market design have been met. Certification that all Market Readiness Criteria have been met must be made at least by each of the following: the Transition Plan Task Force (TPTF), TAC, ERCOT Staff and the ERCOT Board. Upon such certification, ERCOT shall issue two Notices alerting Market Participants to the effective date of Nodal Protocol sections and the retirement of Zonal Protocol sections, as applicable. ERCOT shall issue the first Notice no less than thirty (30) days prior to the effective date or retirement date, as applicable, and the second Notice no less than ten (10) days prior to the effective date or retirement date, as applicable. The Notice shall include: (1)The Nodal Protocol Sections to become effective and (2)The Zonal Protocol Sections to be retired, if any.

9 Lead from the front Texas Nodal http://nodal.ercot.com 9 ERCOT’s plan to move forward… Based on the Section 21, ERCOT is not ready to move forward with the related Nodal Protocol The Nodal protocols associated with Single Entry Model Go Live are: –3.10 Network Operations Modeling and Telemetry –3.8 Special Considerations for Split Generation Meters (NOMCRs) –3.7 Resource Parameters (NOMCRs) –3.5.2 Hub Definitions (NOMCRs) –3.3.2.1 Information to Be Provided to ERCOT (NOMCRs) ERCOT is planning to move towards using the tool, and then initiating the certification approval process –NMMS tool deployment for June (assuming issues are corrected)

ERCOT is not planning to put any Nodal Protocols Live on June 2 nd ERCOT will only start enforcing the Nodal Protocols after Certification votes as per Section 21 Once ERCOT Nodal Protocols are Live –TSPs and QSE w/resources will need to start following the Nodal timelines for the Network Model changes –ERCOT will start posting the Network Model and approved changes –Realization of all the benefits listed earlier Logistically, it means that we are in “production” with our first Nodal solution

11 Lead from the front Texas Nodal http://nodal.ercot.com 11 Benefits to TSPS & QSEs Establishes the NMMS single-entry process to submit changes to the nodal market several months prior to Nodal December 1 st Go Live Enables TSPs to validate internal processes and procedures prior to Nodal December 1 st Go Live Provides TSPs with the opportunity to establish consistency between internal models and the ERCOT nodal model Provides TSPs and QSEs with visibility of the nodal model and the associated changes

12 Lead from the front Texas Nodal http://nodal.ercot.com 12 ERCOT Current Status – NMMS Product Defect Resolution Summary of Open Issues –ERCOT NMMS completed FAT for NMMS 3 on April 30th, 2008. –Of the Sev 1 and Sev 2 defects documented to date, all but 2 are expected to be resolved with the April 29th NMMS Patch Performance issues expected to be tested on May 1 st, and if successful the defect will be closed TNA / SAS 70 defect expected to be resolved with June patch, and not critical for Single Entry Model Go Live From ERCOT Quality Center

Completion of this training enabled the TSPs to review the model, make changes as needed and complete model validation as required by the Nodal Transition Plan. Scripts included: –Generate, Post, and Distribute Models and Files –Change Request Submissions –Status Changes –Additional Features –Downloading Change Files Updates to the Market Trial scripts were driven by feedback by participants. This training is scheduled to complete on May 20th.

Topics include the processes, procedures and activities that provide the necessary safeguards in modeling the ERCOT system. To date, the instructor led course has been delivered to 214 attendees. The next course is scheduled for May 21. The market share status of training is “Yellow” based on the fact that QSE’s with Resources and TSPs completing the course.

Therefore this is the same team that will be the business owners of Single Entry Go Live, future CIM testing, and other activities in preparation of the Nodal Market December 1 st Go Live. EMMS Production Support has been engaged in set up of the HW/SW and product releases. Business has hired or has outstanding offers for all open positions IT is working to fill any open position.

23 Lead from the front Texas Nodal http://nodal.ercot.com 23 ERCOT Current Status – Data Dictionary – The Data Dictionary is distributed via email to all vendors and MPs that are interested. – The current Data Dictionary version is 1.11 – Additional versions are expected, based on the data requirements of the CIM importers. – The Go Live plan allows for subsequent versions, and the implemented version for Single Entry Model will be posted for MPs

24 Lead from the front Texas Nodal http://nodal.ercot.com 24 Outstanding Issues – NMMS Performance ERCOT with Siemens identified a SEV1 performance issue with the NMMS product –With the new NMMS security model (through Citrix) we are only able to get 4 concurrent users on at the same time What has ERCOT and Siemens done…. –ERCOT has reproduced the issue for Siemens –Siemens has been investigating the issue on the product –ERCOT discovered a Citrix patch that applied to the specific performance situation –ERCOT applied the patch and has successfully tested with 12 users (limit of current team) –ERCOT has set up a large performance test on May 1 st, and depending on the results will determine next steps

28 Lead from the front Texas Nodal http://nodal.ercot.com 28 Next Steps Red/Yellow Items: ERCOT is planning to work with AREVA and the EMS team on the CIM importer schedule and associated schema and data issues –Schedule will drive delivery date of Single Entry Model Go Live Yellow Item: ERCOT will continue to work with Siemens on additional functionality and any new defects Yellow Item: ERCOT is requesting feedback on how to improve participant attendance in market training ERCOT will continue to build the production environment and operation procedures to be ready when the overall assessment supports moving forward –HW set up on redundant sites for application and citrix servers –SW set up for replication –Help desk / Openview monitoring set up –Operation procedures being written –NMMS sandbox available for TSP testing TSPs will continue to “practice” using the NMMS in the sandbox environment. Based on the outcome of today’s meeting, ERCOT will send out a market notice stating that we will NOT move forward with Single Entry Model Go Live
