7. 7 Privacy Requirements Mandate Two Types of Identifiers VUHID identifiers are either Open or Private Open Voluntary Identifier – OVID –Patient identity is known –Information is available to all of a patient’s caregivers –Clinical, administrative, financial and other uses Private Voluntary Identifier – PVID –Many different classes –Patient identity is anonymous –Only three entities know the patient’s identity Patient, selected physician(s), HIE EMPI system –Specific set of “rules” for each privacy class An individual should have one OVID but may have many PVIDs
