2 State of the County Health Report In between Community Health Assessments, the SOTCH helps us: –Promote a broader understanding of the health of the community –Measure local progress in improving the health of the community through collaboration measures with community partners

3 Community Health Assessment (CHA) The Pamlico County Health Department provides leadership to conduct, produce and distribute a comprehensive CHA Determines the major health concerns in the county Gives statistical data on how the county ranks compared to North Carolina’s rates

4 Community Assessment Completed the Community Health Assessment in 2011 Next assessment to be completed in 2014 An important component of the Pamlico County Health Department’s Strategic planning process A benchmark for community collaboration measured through the NC Public Health Department Accreditation process

5 Community Health Assessment Priorities These priorities were selected as a result of the most recent community health assessment. –Obesity –Substance Abuse –Tobacco Use

6 Demographics Pamlico County’s 2011 population estimate was 13,214 with a growth of.5% since April 2010. 51.1% are males and 48.9% are females. Minorities accounted for 22% of the total population. The population is spread out with 19% ≤ 19, 6% from 20 to 24, 23% from 25 to 44, 29% from 45 to 64, and 23% who were 65 years of age or older. NC Office of State Budget & Management

8 Pamlico County Vital Statistics Reports from the NC State Center for Health Statistics indicate that from 2009 to 2010: –Marriages increased by 3 or 3.6% (82 marriages) –Divorces/annulments decreased by 11 or 17% (52 divorces/annulments)

9 Pamlico County Pregnancies Reports from the NC State Center for Health Statistics indicate that from 2009 to 2010: –Induced abortion decreased by 2 or 9% –Live births decreased by 7 or 6% –Fetal deaths (stillbirths) increased by 4

10 2010 Pregnancy Outcomes 21 induced abortions –76% white moms –24% african-american moms 104 live births –58% boys –42% girls 124 pregnancies 4 fetal deaths

14 Pamlico County Teenage Pregnancy Outcomes, 2010 Current reports from the NC State Center for Health Statistics indicate that from 2009 to 2010: –Teenage induced abortions decreased by 33% or 3 abortions –Teenage live births increased 57% or 8 births –Teenage pregnancies increased by 22% or 5 pregnancies

18 Pamlico County Death Rates, 2010 In 2010, Pamlico County had a death rate of 11.3 which is higher than the NC rate of 8.2. Current reports from the NC State Center for Health Statistics indicate that from 2009 to 2010: –Deaths in Pamlico County increased by 6% or 8

20 Leading Causes of Death in 2010 Current reports from the NC State Center for Health Statistics indicate that Pamlico County had higher death rate for: –Cerebrovascular disease –Cancer –Heart disease –Cancer – Trachea, Bronchus & Lung – HIV Disease –Septicemia –Pneumonia & Influenza –Chronic Lower Respiratory Diseases –Chronic Liver Disease and Cirrhosis –Nephritis, Nephrotic Syndrome, and Nephrosis –Motor Vehicle Injuries & all other unintentional injuries –Suicide –Homicide

24 Infant Deaths For the year 2010, Pamlico County had a rate of 19.2 infant deaths per 1,000 live births, which is higher than the NC rate of 7.0. In 2011, there were 2 infant and child deaths in Pamlico County. NC State Center for Health Statistics

26 Child Deaths From 2008 to 2011, child death numbers in Pamlico County has remained at 2. –Cause: Birth defects All other –Age: 1-4 year old 14-17 year old

28 Obesity According to the 2011Behavioral Risk Factor Surveillance Survey, 36.0% of respondents in Eastern NC reported that they are overweight; 32.4% of respondents in Eastern NC reported that they are obese.

30 Tobacco Use According to the 2011Behavioral Risk Factor Surveillance Survey, 23.9% of respondents in Eastern NC reported that smoke. 20.8% reported that they smoked in 2010.

31 Substance Use According to the 2011Behavioral Risk Factor Surveillance Survey, 94% of respondents in Eastern NC reported that do not participate in heavy drinking. In 2010, 97% of respondents reported that they do not heavily drink.

32 Hospital Discharges - Asthma In 2010,Pamlico County had a discharge rate of 98.7 per 100,000 which is lower than the NC rate of 109.8. There were 13 hospital discharges with a primary diagnosis of asthma. In 2010, Pamlico County had a rate of 52.2 per 100,000 which is lower than the NC rate of 166.0 for children ages 0-14. There was 1 hospital discharge with a primary diagnosis of asthma.

33 Pamlico County Sexually Transmitted Infections Reports from the NC Department of Health & Human Services, Epidemiology Branch indicate that from 2010 to 2011: –Chlamydia has increased by almost 3% or 1 case –Gonorrhea has increased by 31% or 4 cases – HIV disease has decreased by 1 at 0

36 Un-Insured and/or Under-insured HOPE patients earn less than two times the federal poverty level, but earn too much to qualify for Medicaid. They are too young for Medicare and can not afford insurance to take care of their chronic conditions In 2011, HOPE Clinic helped 800 people.

42 Obesity Pamlico County Health Department conducted an assessment of fruit/vegetable outlets in Pamlico County. Working closely with Region 10 Community Transformation Program to increase the number of new/revised comprehensive plans that include health consideration & increase the number of joint-use agreements that increase access to physical activity opportunities.

43 Obesity County employees continue to participate in the County Walking Program on Tuesday’s and Thursday’s at the Pamlico County High School track.

44 Obesity Girls On The Run (GOTR) programs are being held and taught at Fred Anderson Elementary School & Arapahoe Charter School. –In December, all 22 girls from this fall GOTR session plus 7 girls from previous seasons completed the 5K Fun Run. –The Girls On The Run Dream Team consists of over 100 girls who have participated in GOTR since 2009. –Of the 109 Dream Team girls, 53 made Honor Roll, Principal’s List or Director List during the 2 nd Quarter.

45 Substance Abuse A recent medicine drop held in Pamlico County yielded 10 pounds of prescription medication. A permanent, locked, prescription drop-off location has been established in the lobby of the Pamlico County Sheriff’s Department. Pamlico County Substance Abuse Task

46 Substance Abuse Coastal Coalition for Substance Abuse Prevention is offering Youth Empowered Solution conference in December 2012. The training will teach 40 youths how to speak in public, partner with adults, build community support, and work with policy makers by making their lives healthier and safer by preventing underage drinking.

47 Tobacco Use Conducted an assessment of tobacco policies in local municipalities in Pamlico County. Working closely with Region 10 Community Transformation Project to increase the number of smoke-free public places in Pamlico County.

48 Emerging Issues Gonorrhea Syphillis Mothers Smoking During Pregnancy –25% of pregnant mothers in Pamlico County last year –36% of African-American pregnant mothers in Pamlico County

49 New Initiatives PCHD is working with the Department of Social Services to better improve service delivery for public health clients.
