2 Scope and Purpose of IEEE 1900.1 Title: IEEE Standard Definitions and Concepts for Dynamic Spectrum Access: Terminology Relating to Emerging Wireless Networks, System Functionality, and Spectrum Management Scope: This standard provides definitions and explanations of key concepts in the fields of spectrum management, cognitive radio, policy-defined radio, adaptive radio, software- defined radio, and related technologies. The document goes beyond simple, short definitions by providing amplifying text that explains these terms in the context of the technologies that use them. The document also describes how these technologies interrelate and create new capabilities while at the same time providing mechanisms supportive of new spectrum management paradigms such as dynamic spectrum access. Purpose: New concepts and technologies are rapidly emerging in the fields of spectrum management, policy-defined radio, adaptive radio, software-defined radio, reconfigurable radio, and networks and related technologies. Many of the terms used do not have precise definitions or have multiple definitions. This document facilitates the development of these technologies by clarifying the terminology and how these technologies relate to each other. Publication Date: 26 September 2008 2 No changes in the Title, Scope and Purpose appear to be necessary.

3 Definitions from 1900.5 Working Group New Definitions Coexistence Policy, Formal policy, Domain, DSA Policy Language, Formal Policy, Machine Understandable Policies, Meta-policy, Model-Theoretic Computational Semantics, No-Harm Principle, Ontology, Policy Authority, Policy Conformance Reasoner, Policy Enforcer, Policy Rule, Proof Theoretic Semantics, Regulatory Policy, RF Environment Map, Semantics, System Policy, System Strategy Reasoner, Transmission Requests. Some of the above may be judged to not be of global interest, i.e., not of interest beyond the purview of the 1900.5 Working Group. There may be other terms identified as the work progresses. 3

4 Definitions from 1900.6 Working Group New definitions that the 1900.6 Working Group deems to be global in nature, i.e., have application in 1900.x standards beyond just the 1900.6 Standard: Cognitive Engine Data Archive Distributed Sensing Message Transport Service Regulatory Requirements Sensing Sensing Control Information Sensing Information Sensor 4

5 Other Changes to the 1900.1 Standard 1900.4.1 and 1900.4a Working Group Open to suggestions as to what terms should be added to the IEEE 1900.1 Standard from the 1900.4 Working Group. Input from the 1900.4 WG will remain an open question pending the re- activation of the P1900.4 WG. Other Cognitive Radio System Cognitive Radio is defined in 1900.1 but not Cognitive Radio System 5

6 Objectives, Next Steps, and Schedule Objectives Ensure consistency in terminology and definitions amongst all SCC41 Working Groups. As 1900.5 and 1900.6 finish their standards at the Working Group level, it is timely to start the revision of the IEEE 1900.1 Standard to ensure completeness and consistency. Next Steps Discussions on Revision of PAR Identification of 1900.1 Chair, Vice Chair, and Secretary Identification of new terms: From 1900.4 Working Group From 1900.5 Working Group From 1900.6 Working Group Other sources Revise the 1900.1 Standard – suggest 12 month effort Schedule Formation of 1900.1 Working Group, including leadership, at Delft SCC41 Meeting. Identification of initial new terms for the revised 1900.1 by the 1900.4, 1900.5 and 1900.6 Working Groups at the Delft SCC41 Meeting. Develop schedule for revision of IEEE 1900.1 Standard at the Delft SCC41 Meeting. Finalize PAR submission 6 Note: All steps suggested on this slide are subject to direction of the SASB regarding the development of new PARs within SCC41.
