2 November 22 nd, 2010 2 JVSG Primary Goals Interpret and implement info in Veteran Program letters and regulations provided by DOL/VETS - Maine’s DVET, Debbie Kelly, oversees program Develop policies and procedures to increase employment opportunities for veterans Ensure that veterans are given priority of service in referrals to job openings and other services.

3 November 22 nd, 2010 3 Maine’s JVSG Program Delivery Structure 16 Veterans Reps –12 DVOPs and 4 LVERs –95% are Veterans with disabilities JVSG Program is delivered through Maine’s Network of CareerCenters –12 Full Service CareerCenters and numerous itinerant sites

4 November 22 nd, 2010 4 JVSG - DVOPs and LVERs Disabled Veterans Outreach Program Specialists – DVOPS: –Provide intensive services to veterans with significant barriers to employment Local Veterans Employment Representatives – LVERS: –Conduct employer outreach and job development in the local community, on behalf of all American Job Center veterans

5 November 22 nd, 2010 5 1.Special disabled or disabled veteran as those terms are defined in 38 U.S.C § 4211(1) 2.Homeless or at risk of homelessness 3.Recently-separated service member, who at any point in the previous 12 months has been unemployed for 27 or more weeks 4.An offender, who has been released from incarceration 5.Lacking a high school diploma or equivalent certificate 6.Low-income 7.Transitioning service member 8.AND Veterans between the ages of 18 and 24 JVSG Focus on Veterans with Significant Barriers to Employment (SBE)

6 November 22 nd, 2010 6 About 8,000 Veterans served per year at Maine’s CareerCenters and in Maine Job Bank Veterans Served at Maine CareerCenters

7 November 22 nd, 2010 7 Maine Job Bank Of the 19,365 active jobseekers in Maine Job Bank in Sept 2014  12% were Veterans –47% between ages of 50 and 64 –29% between ages of 35 and 49 –13% between ages of 18 and 34

Partnerships with Chambers - Free memberships & visibility Job Fairs (over 75 in 2014!) 2014 Compliance Rules for Federal Contractors - VEVRAA (Vietnam Era Veterans Readjustment Assistance Act) Hilton Honors Program - Free overnight accommodations

9 November 22 nd, 2010 9 Partnership with RVCP CareerCenter staff including DVOPs and LVERs will work closely with Rural Veterans Coordination Pilot (RVCP) staff to make referrals to prospective services, trainings and resources. LVERs will meet with appropriate RVCP staff at least quarterly to discuss strategies for improving employment opportunities for veterans. JVSG staff will work with RVCP staff to implement sustainable strategies beyond the grant period to improve access to services for service members, veterans their families.
