3 ACPET’s membership Representing private education from higher education, VET and ELICOS A diverse membership of over 1,000 members including: – 500+ delivering education to international students – 130 English language colleges – 800+ vocational education and training (VET) – 100+ higher education private universities, private arms of public universities dual sector institutions (VET and higher education) & higher education-only institutions One-third of ACPET members have their head office in Victoria

5 Regulation TEQSA – strong regulator, high benchmark to entry, efficiencies and more proportionate regulation needed – legislative change held-up in Senate ASQA – data shows effects of previously weak regulation in Victoria & NSW o Vic = 16.2% of all ASQA RTOs & NSW = 28.7% o Vic = 29.4% of all ASQA decision to reject applications & NSW = 50.9% o Vic = 23.6% of all decisions to sanction, cancel, suspend & NSW = 34.8%

6 Regulation (2) TPS – end June 2013: 9 provider closures displacing 907 international students. 6 required the activation of the TPS. 226 calls were made on the OSTF with 172 of those calls being finalised as at 30 June 2013 for a total of $358,005 SVP – good to finally see VET providers given the opportunity but not optimal arrangements – focus on advanced diplomas will skew current delivery patterns – too burdensome for providers

7 Regulation (3) International Education Peak bodies have developed an alternative proposal which sees three risk factors considered in offering providers easier visa arrangements for their students: – Immigration risk (same factors as for SVP) – Quality risk (ASQA or TEQSA risk rating) – TPS risk (financial/business viability) ESOS Act is being reviewed – public consultations soon Chefs, bricklayers & tilers back on the SOL

8 Policy development post-Chaney Minister Pyne stated a government response to Chaney would be made in the next couple of months Dept of Immigration has undertaken a review of the GTE – provider peak bodies think more work is needed IDC is being established (Education, Immigration & Austrade) Post-study work arrangements for students studying VET diplomas NSW, SA & Qld government responses Trade & Investment Policy Advisory Council

9 Offshore China – vocational Gaokao, reforms to Chinese vocational colleges: quality, business involvement in college Board’s & encouraging private investment India – election of new President Modi, new Minister for Skills Development & Entrepreneurship Indonesia: – next focus for Commonwealth after China FTA is concluded, – Indonesian elections – Changes to strengthen VET focus
