4. ODSS Helps Counties  Document efforts to deliver services or bring about community and system change  Share their change efforts and success stories with funders and other stakeholders  Better understand and improve collaborative efforts to bring about change and improvement

5. ODSS Specifics  System access  The SPF SIG Coordinator will enter data  Data entry will happen weekly within the Implementation step
