Hanoi, Vietnam, 21-25 May 2007 8Pre-Flood Alert is produced on high precipitations and/or snow melting and water level raising from in-situ observations Steps 1.To discover data, products and services. 2.To order and receive available data and information. 3.Forecasts (using models): to elaborate possible scenarios. 4.Preparation: to minimize the impact.

Hanoi, Vietnam, 21-25 May 2007 9 Incident: During Flood Steps 1.To constantly collect satellite and in-situ data. 2.Weather NOWCASTS (0-3 hour prediction of precipitation) using satellite data. 3.Response: actions of key importance to minimize impact. 4.Feedback: to revise the models on the basis of the monitoring data.

Hanoi, Vietnam, 21-25 May 2007 10Post-Incident Steps 1.Damage assessment: extent mapping, damage to buildings and infrastructure, waste pollution, etc. 2.Feedback: validation of numerical weather prediction and hydrological and hydraulic models.

Hanoi, Vietnam, 21-25 May 2007 21 ESA CAT-1 project tasks (1/2) T.1. To transfer flood monitoring methods developed in Slovakia to other regions, specifically Ukraine and China. This task envisages analysis of existing hydrological and hydraulics models (including models developed in Slovakia) for flood monitoring and forecasting. Within this task input data for models, data requirements, and data sources will be defined. Two test-bed regions will be considered: Ukraine and China. Participants: SRI NASU-NSAU (N. Kussul, Ukraine), RSGS (L. Guoqing, China), II-SAS (L. Hluchy, Slovakia). T2. To prove elements of WAG infrastructure. We think that minimal plan for this task is to harmonize data exchange formats inside the WAG. ESA SAFE data format could be foreseen as a possible solution. We are hoping for Luigi Fusco expertise in this area (ESA). OGSA-DAI functionality and performance should be also studied (Ukraine). Results of Paul's examination of different GRID middleware solutions should be taken into consideration (CNES). Participants: SRI NASU-NSAU (N. Kussul, Ukraine), RSGS (L. Guoqing, China), ESA (L. Fusco), CNES (P. Kopp, France).

Hanoi, Vietnam, 21-25 May 2007 22 ESA CAT-1 project tasks (2/2) T3. To develop the data fusion methods for flood monitoring using spaceborne SAR and optical data. Within this task the flood extent maps will be derived using both radar (based on multi-temporal and segmentation algorithms for image processing) and optical data (based on vegetation indices). The developed methods will be tested for two case-study regions — Ukraine: Carpathian region, — China: Huaihe River region. Participants: SRI NASU-NSAU (N. Kussul, Ukraine), RSGS (L. Guoqing, China), ESA (L. Fusco, SAR data processing). T4 To implement developed methods in the form of Grid services. The data processing methods that will be developed in the T3 task should be implemented as services in Grid environment. Intelligence of these services is a subject of consideration. In the simplest case it can be just filein-fileout service. Ukraine and China should collaborate in this task. Participants: SRI NASU-NSAU (N. Kussul, Ukraine), RSGS (L. Guoqing, China).

Hanoi, Vietnam, 21-25 May 2007 23Resume CAT-1 Grid-system for flood monitoring could be considered as –WAG testbed –Implemented as Inter-Grid Thank you!
