2 2 10/16/2015 Portfolio TOU Pricing Schedules 7 Residential and 32 Small Non-residential voluntary TOU are considered the market-based rates specified in OAR 860-038-0220 (4).  The energy charge has three peak periods, on-, mid- and off-peak.  The peak periods are differentiated by winter and summer periods as follows:  The on-peak periods generally correspond to when PGE experiences peak loads.  The off-peak periods are standard wholesale market definitions.  The energy prices are structured so that the on-peak price is three times higher than the off-peak price.  Schedule 7 and 32 TOU pricing is based on average class peak percentages for the three peak periods. 4 4 10/16/2015 Portfolio TOU Customer Profiles  The average Schedule 7 TOU customer consumes approximately 30% more than the average residential customer.  The average Schedule 32 TOU customer consumes more than 3 ½ times the average small non-residential customer.  The average Schedule 7 customer on TOU for the entirety of 2013 saved $126 or approximately 8% during 2013 relative to standard service. Approximately 94% reduced their bill during this period.  The average Schedule 32 customer on TOU for the entirety of 2013 saved $333 or approximately 6% during 2013 relative to standard service. Approximately 93% reduced their bill during this period.  Although PGE has not marketed TOU, customer participation levels as a percent of class total have grown slightly since 2006.
