This extends to supporting, protecting and complementing investments in existing programs. To make quality birth through five early childhood education and care a priority for Republican and Democratic Congressional and Presidential candidates—conditioning the environment for 2015, setting the table for 2016, and ensuring candidates reflect state and populist support.
