Work Product Lifecycle Your work products will progress through the following stages for a Standards Track Work Product: 1. Working draft (no official standing) 2. Committee Specification Draft 3. Committee Specification Public Review Draft 4. Committee Specification 5. Candidate OASIS Standard 6. OASIS Standard 7. Approved Errata 12/12/2011OASIS Presentation to TOSCA TC5

Work Product Lifecycle Stages for a Non-Standards Track Work Product: 1. Working draft (no official standing) 2. Committee Note Draft 3. Committee Note Non-Standards Track Work Products are non- normative and are not implemented – educational papers, marketing collateral, etc. Administrative documents (meeting minutes, etc.) must be maintained on OASIS-provided systems 12/12/2011OASIS Presentation to TOSCA TC6

JTC 1 Scope/Mission Statement Scope: Standardization in the field of Information Technology  Information Technology includes the specification, design and development of systems and tools dealing with the capture, representation, processing, security, transfer, interchange, presentation, management, organization, storage and retrieval of information. Mission: Develop, maintain, promote and facilitate IT standards required by global markets meeting business and user requirements concerning:  design and development of IT systems and tools  performance and quality of IT products and systems  security of IT systems and information  portability of application programs  interoperability of IT products and systems  unified tools and environments  harmonized IT vocabulary  user friendly and ergonomically designed user interfaces 12/12/2011OASIS Presentation to TOSCA TC12

JTC 1 Governance  Membership: JTC 1 members are National Bodies  35 Participating (P) Members  56 Observer (O) Members  11 Internal Liaison Members [ISO/IEC TCs or Working Groups]  3 External Liaison Members [Ecma, ITU, European Commission]  Meetings: JTC 1 holds Annual Plenary meetings once every twelve months. All other decisions are taken by Letter Ballots.  Structure: JTC 1 is composed of 18 Subcommittees and several Special Working Groups/Study Groups/Working Groups.  Products: The final product of the work conducted within JTC 1 is the published International Standard - usually about 120-150 each year. 2,761 current standards.  Experts: ~ 2100 technical experts from around the world work within JTC 1. 12/12/2011OASIS Presentation to TOSCA TC13

JTC 1 Approval Process Acronyms:  National Body (NB)  New Work Item Proposal (NP)  Working Draft (WD)  Committee Draft (CD)  (Final) Draft International Standard (DIS / FDIS)  International Standard (IS) Stages in ISO/IEC’s “Normal Processing”:  PreliminaryStudy Period Underway (optional)  ProposalNP under Consideration (balloted by P-Members in the SC)  PreparatoryWD under Consideration (work goes on in SC)  CommitteeCD under Consideration (when complete, balloted in SC)  EnquiryDIS under Consideration (balloted by all ISO/IEC member bodies)  ApprovalFDIS under Consideration (balloted by all ISO/IEC member bodies)  PublicationIS Publication 12/12/2011OASIS Presentation to TOSCA TC14

What is a JTC 1 PAS? A “Publicly Available Specification”… A technical specification From an external open forum/consortium Demonstrates leading edge technology Promoted by both suppliers and users An (urgent) response to market requirements Supplements JTC 1 Subcommittee activity When approved by JTC 1, is an ISO/IEC International Standard 12/12/2011OASIS Presentation to TOSCA TC15

Quicker Paths to an IS in JTC 1 1. PAS Transposition – Publicly Available Specification  Proposed by an approved “PAS Submitter” organization (e.g. OASIS)  PAS Submitter is approved in a separate vote from the submission 2. Fast-Track Processing  Proposed by a National Body or Category A Liaison to JTC 1 Items in common to both paths:  5-month DIS vote + 2-month FDIS vote (total 7-12 months overall)  Externally-developed spec enters at Enquiry Stage  JTC P-Members are key voters (their “yes” votes count!), but all ISO/IEC national bodies can vote (their “no” votes count…)  No decisions/actions at the JTC 1 Subcommittee level  Not required to have an associated JTC 1 Subcommittee 12/12/2011OASIS Presentation to TOSCA TC16

Other Points – PAS Process 1. PAS Submitter can withdraw at any time up to publication 2. PAS Submitter can do maintenance or have it done by some JTC 1 SC 3. PAS Submitter provides the Project Editor 4. OASIS is the PAS Submitter, not the AMQP TC… 5. This program is over 16 years old – more than 115 IS have been processed 6. 18 Making a PAS Submission Create an OASIS Standard Follow the OASIS TC Process Get the OASIS Standard approved within OASIS for submission Follow the OASIS Liaison Policy Complete public interop demo with 3 independent implementations Special Majority Vote in the TC plus Member Section Steering Committee approval 12/12/2011OASIS Presentation to TOSCA TC18
