8 InTBIR Growth - Looking ahead:  Like all enterprises, there is probably a scale and scope that would be optimal for achieving InTBIR’s mission. Is there an upper and lower limit to membership that fits within this scale and scope?  “It’s all about the people”. What sort of commitment might be helpful to ensure that the members remain actively engaged participants and stakeholders?  Would full and partial memberships be advantageous? What might these look like in terms of governance?
