1 Performance Management Overview
Confidential Draft NYCAPS Program Performance Management Overview To set Employee’s goals, follow these steps: Navigation: Employee Self Service  Performance Management  Performance Documents Select “Performance Review” from the drop down box under Document Type and “Employee” under Author Type and click “Refresh.” To set or edit goals, under Author, click on your name, which is a hyperlink. On the Maintain Performance Document page update each set of goals by clicking on the arrow next to the particular goal or by clicking on the “Expand All Sections” link. Update goals within each section by clicking the hyperlink at the top of each goal section, for example: Update Achievement Goals Criteria is listed first. A confirmation message will pop up to confirm that you want to update your goals, click “OK.” Click “Add Achievement Goals.” Create a title for each individual goal. Create a description for your goal, this further defines the goal. The description field should clearly state what you plan to do to accomplish your goal. Click “Save” to save your work. You will receive a confirmation that your save was successful, click “OK.” After your goals have been saved you can Edit, Delete or Add more goals as necessary. To view your created goals for each section, under the section name, for example Achievement Goals, click on the hyperlink. NOTE: Operational goals must be tied to the DOE Leadership priorities. This is noted on the Operational goal section in the Leadership Priority field. To determine each goals weight, follow these steps: On the Maintain Performance Document page click “Expand All Sections.” Each section will expand and you can enter the weights for each goal and overall section. The weight for each goal represents how much a particular goal will be weighted against other goals within the same category. The entire weight sum must equal 100%. Each section (Achievement, Satisfaction & Operational goals) must have an overall weight. The entire sum for all 3 sections, must equal 100%. After completing your goals and determining the appropriate weights within each section click “Complete” to send the document to your Manager for review. To review your Employee’s Performance Evaluation, follow these steps: Navigation: Manager Self Evaluation  Performance Document  Maintain Document In the Document Type select “Performance Document” from the drop down box. For the Author Type select Manager from the dropdown box and click “Refresh.” Under the Documents you own section click on the Author hyperlink to access a particular Employees document. On the Maintain Performance Document page click “Load Employee Goals” located at the bottom of the page. This pre-loads the employee goals on to your screen and enables you to make adjustments to the Employee’s ratings & add comments for each goal. NOTE: Goal titles, goal descriptions and individual goal weights are pre-loaded after clicking “Load Employee Goals.” You need to re-enter the section weights for each section (Achievement, Operational, Satisfaction). 6. Click “Expand All Sections.” Work your way through the performance document by selecting a rating for each goal and providing comments for each goal and overall section. 7. Click “Calculate Rating,” at the end of each section to calculate the overall rating for that goal section and then click “Calculate All Ratings” at the end of the document to calculate the Employee’s overall rating. Under the “Date of Review Held” indicate when you met with your Employee to discuss the document. Click “Save for Later” to save the document or “Available for Review” to send the document to the Employee.
