Opportunities for ATSSA in ITS Mike Schagrin ITS Joint Program Office US Department of Transportion

ITS & ATSSA Interests Are Converging As ITS evolves, it is becoming more inclusive of safety and ATSSA related interests Transportation Export Council National ITS Architecture and Standards ITS Field Operational Tests

Transportation Export Council Provides an opportunity for bringing ATSSA and ITS industries closer together ATSSA and ITS America are founding partners Secretary Slater made an announcement on January 19, 2001 Promote increased trade in transportation goods and services Focus is on emerging international markets Latin America, Africa, Eastern Europe, and Asia

TEC Objectives Promote US standards and technologies Create future markets directed at global infrastructure development Provide information and education materials abroad Advise government and industry on potential benefits to US industry and how to better compete internationally May be a catalyst for creating national ties as well

The National ITS Architecture & Standards The National ITS Architecture & Standards are creating & driving a market Becoming more integral in the transportation planning process Final rule recently published The Architecture provides a framework for identifying, describing, and “connecting” surface transportation systems Describes an integrated transportation network through “user services” Moving away from systems working in isolation Technical standards (primarily software) are developed that describes what the information is and how it flows between the various systems

Specific Architecture and Standards Elements New User Service being developed Maintenance & Construction Operations Work Zone Management & Safety Smart Work Zones Depending on level of interest, other parts of the architecture may be relevant too Technologies being standardized  Signal Controllers  Center to Center Communications  Weather Sensors  Dynamic Message Signs  CCTV  Ramp Metering

ITS Operational Test Variable Speed Limit Variable speed limit in the work zone Enforceable speed limits posted on regulatory signs Speed limits vary in response to detection information Other technologies to be included in system $1M solicitation to public agencies sometime this spring/summer Possible opportunities for ATSSA members to partner and to provide products

ITS Operational Test Pedestrian Safety Technology based solutions Adaptive sensors based upon pedestrian traffic Innovative walk/don’t walk signs/warnings Lighting systems to alert drivers of pedestrian presence $2M solicitation to public sector due out any day Phase 1 – accident analysis and countermeasures Phase 2 – implementation of solutions Operational tests are just a beginning point

So What Does All This Mean? The benefits  Better operations and safety! Reduced congestion and delays means a safer environment and less deaths and injuries in the work zone The opportunities  Potential business increase! Market opportunities in the area of traffic control and management devices relating to the work zone and more FHWA Transportation Operations folks(Row) getting more engaged in ITS

Opportunities for ATTSA and Individual Members Organizationally Sponsoring training in architecture and standards Getting ITS on program agendas (e.g., DMS) Getting involved with the development of the Maintenance & Construction Operations User Service Individually Suppliers/partners to operational tests Participants in architecture and standards training Participants in standards development committees

Where Do We Go From Here? What ITS activities would you like to hear more about in the future? Are there any specific issues that need to be discussed? Would the committee/members like to get more actively involved in shaping the architecture and standards? ITS standards web site: http://www.its-standards.net/
