2 Project duration: 3 years July 1st, 2013 – June 30th 2016 Consortium of 13 partners –11 EU countries –10 Film Heritage Institutions (FHI) Total costs: €3.54m, 50% funded by the EU Funded by the EU programme CIP ICT PSP "Europeana & Creativity“ which aims at stimulating innovation and competitiveness through the wider uptake and best use of ICT by citizens, governments and businesses. 3 More than 210.000 films may be considered orphan (ACE study 2010) These could all be re-used for commercial, cultural and educational purposes Lack of structured and reliable EU resources to identify rights holders Orphan Works Directive 2012/28/EU requires beneficiaries to carry out a “diligent search” Time-consuming and expensive, but necessary How to optimize and standardize the search? Why?

4 A pan-European automated system to assess the rights status of audiovisual works permanent registry of AV Orphan Works records of the diligent searches performed network of 10 national rights clearing centres Interoperable with ARROW and others Coordination with OHIM database (EU Orphan Works Registry) Sustainable after the project's lifetime What?

5 Increase the number of AV works with a clear rights indication: –public domain –in-copyright –in-copyright, but orphan Reduce time and costs for rights clearing Increase the availability of AV works for commercial and non-commercial uses Achieve consensus between all AV stakeholders: FHI, commercial film libraries, rights holders, Collective Management Societies etc. harmonize rights status definitions across Europe Outcomes

6 Who benefits? rightholders FHIs large, multi-institution digitization projects Demand is growing steadily: production of new programmes re-using AV works is increasing on TV and home video new and innovative business models based on new distribution channels are blooming
