11. Combined Federal Campaign Historically, TSA has participated in the Combined Federal Campaign at the local level. Some local units have been told they do not qualify due to accountability standards. The standard referenced is that governing board be “independent” defined as uncompensated. Board of Trustees members are SA officers who are compensated. NLC reached out to director of combined federal campaign to get agreement that we met that standard or get a waiver. The CFC could not conclude that we meet the standard. Then NLC went to office of personnel management for a waiver. The director of office of personnel management could not conclude we met standard or issue a waiver. They did acknowledge we receive funds and that the receipt of funds from the campaign was not wrong. It is basically still up to the local board of the Combined Federal Campaign. We could seek an amendment of the regulation or go back and seek a waiver at some point. We have recommended waiting for upcoming elections to decide on a next step direction.
