2 Background Demographics –Coastal Plains area of State –84 miles east of Raleigh, NC –157 miles south of Richmond, VA –265 miles south of Washington, DC –10 th largest City in NC (pop. 81,092) –Home of East Carolina University CDBG History –Since 1975 –Became Entitlement 1994 –Staff of nine (9) –Average allocation $800,000

3 CFR 24 570.902(a)(i) Timeliness –How quickly a Grantee is able to commit and expend CDBG funds. 1.5 program rule –Example: $2 million allocation may not have any more than $3 million in their CDBG account in IDIS (US Treasury line of credit) –Calculated 60 days prior to end of Grantee’s program year. City’s date is May 2 nd

6 Prepare/Plan Preparation is the key! –Annual Action Plan Two Primary Goals –Create eligible projects that benefit community –Will the funds be spent in a timely manner? Involve Stakeholders – target group, staff, nonprofits, developers, other Depts., etc Set timetable

7 Work the Plan Good Communication with Finance Dept –Establish good rapport with staff –Educate on basic CDBG/IDIS regulations –Monthly meeting –Fund accounting –Monthly drawdown –Monthly reconciliation –Electronic payments

8 Work the Plan Mid year Assessment –HUD letter –Delays –Reallocate/amendment Communication Mandatory annual Subrecipient training Provide technical assistance
