9 STEP FOUR  Proposed to the full House or Senate  Debate PROS AND CONS

10 HOUSE VS. SENATE Accepts Amendments RELEVANT to the bill Accepts riders (unrelated Amendments) to be added to bill Sets terms for debates, time limitsNo time limits FILIBUSTER- talk a bill to death, delay vote until sponsor withdraws the measure End a filibuster- 3/5 vote for cloture (1 hour limit)

14 STEP SIX  FINALLY… to the President  1-Sign and approve- LAW!  2-Veto(refuse to sign)  3-Ignore 10 days Becomes a law if Congress is in session,  if Congress is not in session it dies(pocket veto)  4-If vetoed, 2/3 vote each house will override
