2 About us - ANRE is the central public regulatory authority, not subordinated to any private or public authority. ANRE regulates and monitor energy and other public utilities markets (heating, water supply and sewerage). - ANRE Administration Counsel consist of 5 Directors who are appointed by the Parliament on a 6-year mandate. Directors are dismissed only in cases provided by the Energy Law. The mandate is Immovable. - The budget of ANRE is formed from the regulatory fees paid by the licensees (up to 0.12% of regulated market costs).

3 Historical prerogatives in this sector According to the Law on communal household public services, October 2002 Government’s attributions a) assure the general state policy accomplishment in this field ; b) on the basis of specific strategies, establishes measures for sustainable development and increasing the quality of services provided/rendered; c) supports local public authorities for the establishment and organization of the household and communal services.

4 Historical prerogatives in this sector According to the Law on communal household public services, October 2002 ANRE’s attributions a) develops and approves, in coordination with the Government, the methodology for the calculation of tariffs for water supply, sewerage and wastewater treatment public services; b) approves, in coordination with the local public administration, the tariffs for technological water supply, provided by centralized at the municipality (city) and district level. The Methodology of determining, approving and implementing tariffs for water supply, sewerage and wastewater treatment public services was approved by the ANRE in November 2004.

5 Historical prerogatives in this sector According to the Law on communal household public services, October 2002 Attributions of the local public authorities: a) establishes, organizes, coordinates, monitors and controls the operation of the water supply, sewerage and waste water treatment public services; b) initiate public-private partnership for the management of water supply, sewerage and wastewater treatment public services; c) develops and approves local rules and regulations for the activity management of public services operators; d) approves, in accordance with the methodology approved by ANRE, fees and tariffs for water supply, sewerage and wastewater treatment public services

6 New Legal framework According to the Law on the public service of water supply and sewerage, December 2013 (efective from September 2014) ANRE develops and approve: a) The methodology of determining, approving and implementing tariffs for water supply, sewerage and wastewater treatment public services b) The methodology of tariffs determination for auxiliary services provided by operators; c) The regulation on public water supply and sewerage systems; d) Regulation on quality indicators for public water supply and sewerage systems; e) The regulation on establishment and approval, for the purpose of determining tariffs, of technological consumption and water loss in public systems of water supply.

7 Tariffs Regulation ANRE: a) give consent to the tariffs for the public water supply and sewerage and tariffs for auxiliary services provided at the level of region, district, municipality and town and submit them for approval to the local councils; b) approves tariffs for public technological water supply provided by operators at the level of region, district, municipality and town; c) approves tariffs for public water supply and sewerage, and for auxiliary services provided by operators at the level of region, district, municipality and town, where local councils concerned have delegated full right to the Agency to approve tariffs, or in the case of no approval by the local councils within a period of up to 60 calendar days; d) monitor the fairness of the implementation by operators of the approved tariffs ; e) supervises and controls the compliance of the necessary and justified costs principle in the calculation of tariffs for public water supply and sewerage at the level of region, district, municipality and town.
