Improving rural development is important Human resource development in rural development works is needed. MI would like to do research on capacity building need assessment which focus on - Cambodia: The Council for Agricultural and Rural Development (CARD) - Lao PDR: key government partners (assigned agencies)

A Local Chamber of Commerce & Industry (COCI) is normally a voluntary association whose membership is comprised of companies, civic leaders, and individual business people. Its members seek to promote the interests of business, typically in a broad-based way. Their roles are not limited only to support provincial economic development but also support cooperation program, cooperate & promote trade with other cities/countries, provide education/information support to community, and coordinate with other COCI. Therefore, the local COCI capacity building need assessment is crucial to be addressed since they can enhance, support and facilitate public and private sector to develop in their respective geographical location. However, each local COCI along the EWEC have difference capacity. Therefore, the MI would like to research on this topic in order to provide a series of capacity building training programs to enhance their institutional, organizational and human resource capacities.

Research Questions : What are the essential skills that need to be provided in order to enable MI local partners/local COCI to perform their maximize ability? Research Objectives : To understand the current capacity of each MI local partners/local COCI To find out the capacity gab in each level of MI local partners/local COCI which need to be addressed To provide suitable training programs to enhance their capacity

3 Scope & Limitations Scope: Data will be collected from the local COCI in 11 cities from 4 countries along EWEC which are Myanmar : Myewaddy Thailand: Maesot, Phitsanulok, Khonkaen, Kalasin, Mukdahan Laos: Savannakhet, Dansawan Vietnam: Lao Bao, DongHa, Danang Limitation: Language Time (3 months)

Methodology and Data Collection This study will use a survey to determine “Capacity Building Need” of the Local Chamber of Commerce & Industry along EWEC including : Questionnaire survey with officers in each local COCI In-depth face to face interview
