4 4 A bit of history 9 May 1950: Schuman Declaration 1951: ECSC Treaty between France, Germany, Belgium, Italy, Luxembourg and the Netherlands. 1957: Treaty of Rome 1968, Customs Union: the EEC eliminates all quotas and ‘tariffs’ - duties on imported goods - from trade in goods within it. 1973 : Cassis de Dijon Ruling 1979 : European Monetary System Early 1980’s: fragmentation persists, agreement difficult

5 5 Relaunch 1985: Delors’ White Paper, setting completion deadline by 1992. 1986: Single European Act, changes to decision-making 1986 - 1992: approximately 280 separate items of legislation. In many areas, 12 sets of national regulations are replaced by one common European rule + ‘mutual recognition’ principle.
