6 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Goals  Ensure the long-term vitality of the structures by  Providing for sufficient strength, durability and stability  Providing for durable structures to survive extreme man- made events (fires, overloads, accidents, etc.)  Ensure the safety of the travelling public  Ensure coordination with all utility owners, third parties, and the surrounding residential community  Ensure compliance with the Project’s environmental commitments, including aesthetic impacts within the context of the NYS Barge Canal 6

8 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) General Scope of Work NY 15A :  Elimination of the existing Ramp GC from I-390 northbound to NY 15A;  Construction of new Ramp (Ramp NFC) from I-390 northbound to NY 15A northbound;  Elimination of the existing Ramp DH from NY 15A to I-390 northbound;  Construction of new Loop Ramp (Ramp NFD) from I-390 northbound to NY 15A southbound;  Construction of new Ramp NFE from I-390 NB to existing Ramp EW (which connects to NY 15)  Construction of a new Ramp DH connecting NY 15A to I-390 northbound 8

13 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Utility Coordination – Existing Utilities In accordance with Part 4 – Utility Requirements, Design- Builder is responsible for:  Verifying utility facility locations;  Identifying & resolving any conflicts not yet documented;  Coordinating with utility owners for utility relocations;  Providing stakeout and final layout of utility relocations;  Protecting existing utilities;  Cost to repair damages to utilities caused by Design-Builder;  Informing the Department of all meetings/correspondence with utility owners. 13

14  Frontier Telephone of Rochester:  Frontier shall be responsible for testing and abatement of existing asbestos-containing conduits  Frontier will be responsible for relocation of their conduit on BIN 4443310 and elsewhere within the project limits  Time Warner Cable:  TWC will be responsible for relocation of their facilities on BIN 4443310, including obtaining permission to occupy the conduit of another utility or installing their own conduit. 14 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Utility Coordination – Existing Utilities

15  Fiber Technologies, LLC  FiberTech will be responsible for relocation of their conduit on BIN 4443310 and elsewhere within the project limits  Rochester Gas & Electric  RG&E will be responsible for relocation of their electrical conduit on BIN 4443310 and elsewhere within the project limits  Existing abandoned gas line on east side of BIN 4443310 may be removed by the Design-Builder at the Design-Builder’s convenience 15 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Utility Coordination – Existing Utilities

16  No significant impacts are anticipated to existing storm sewer in NY 15A north of BIN 4443310 or existing water main running along NY 15A  Abandoned steam line and active Fiber optic conduit exist on utility bridge east of BIN 4443310  Coordination meeting will be held between the Department, all short-list firms, and the utility companies before or shortly after issuance of Final RFP 16 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Utility Coordination – Existing Utilities

17  Three Way Coordination – DB, Utility & State  DB Responsibilities  DB Team responsible for holding utility coordination meetings  DB Team to provide supporting documents for utility design, including: plans, Table of Conflicts & Special Note of Utility Coordination  Table of Conflicts to include existing & proposed locations. Assume Preliminary and Final  Special Note of Utility Coordination must include work description, proposed locations and time frames 17

18 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Contract Information  Lump Sum Design-Build Contract;  Best Value Selection Process (50% Price, 50% Quality);  Project Completion Date shall be the earlier of:  September 30, 2017; or  The number of days past NTP proposed by the successful Proposer on Form SCD (ITP Appendix E)  There is a Payment Schedule provided in the RFP;  Stipend to Unsuccessful Proposers (50% of Qualified Costs, $105K max.); Must satisfy criteria in ITP General Instructions;  Liquidated Damages will be imposed for not meeting the Project Completion or Interim Milestone date and for Impacts to Traffic in excess of the number of calendar days indicated on Form SCD;  Escrow Submission of Bid Documents for Successful Proposer. 18

19 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Contract Information (Continued)  There is a Buy America Clause  There is an Iran Divestment Act Clause  There is a DBE Participation Goal of 13%  All ROW owned by NYSDOT  Any additional Environmental and Construction Related Permits by Design-Builder 19

20 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) ATCs  Alternate Technical Concepts (ATCs) are proposals from the Proposer to design and construct the Project in a manner that is different than the RFP requirements, and which:  are submitted to the Department for review, consideration and approval prior to Proposal submittal;  have significant savings in time, reduction of traffic impacts, community disruption, project costs, environmental impacts, and/or other beneficial impacts to Project parameters;  in the Department’s judgment offer an equal or superior Project. 20

21 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) ATCs (Continued)  Proposers may submit, on a confidential basis, up to eight (8) proposed alternatives to the RFP requirements for the Department’s pre-approval;  The proposed end product of each alternative must, in the Department’s judgment, be equal to or better than the Work product described in the RFP Documents;  The Design-Builder is solely responsible for obtaining approvals from any local municipality, public agency or permit issuing agency for ATC concepts which would affect their facilities, operations or issued permit  Form ATC to be submitted with each proposed ATC. 21

23 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) One-On-One Meetings  If One-On-One Meetings are held, at least one meeting will be held with each Proposer;  One-On-One Meetings will be recorded;  Department reserves the right to disclose to all Proposers any issues raised during the meetings that may materially affect the Project;  Department will not disclose information pertaining to an individual Proposer’s technical concepts, proposal or ATCs;  Additional One-On-One Meetings may be held if required to review ATCs or if the Department believes it is warranted. 23

26 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Quality Control (QC)  QC is Design-Builder’s Responsibility  Design-Builder shall appoint a QC Manager responsible for QC Plan for both Design and Construction  Design and Construction QC shall be performed in accordance with the QC Plan  Construction Inspection shall be performed by an Independent Engineering Firm (Hired by the Design-Builder)  Materials Testing shall be performed by an Independent Materials Testing Firm or Laboratory (Hired by the Design-Builder)  The Materials Testing Firm shall report to the Construction Inspection Firm  Offsite Plant Quality Control shall be performed by the Department 26

27 I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Quality Assurance (QA)  Design and Construction QA is the Department’s Responsibility  The Department may perform QA on any of the Design- Builder’s Design and Construction activities  The Department will utilize an independent Consultant to perform QA of the Design-Builder’s Designs  Construction QA will be performed by Department staff  Offsite Plant Quality Assurance will be performed by the Department 27

Proposals should not have links to external web sites. Proposals should contain all information needed for evaluation.  Do not “assume the Department knows” your firm and its experience/qualifications. 29
