The contracts distribute decision rights between the parties. l INSTRUMENT FOR PRE-ACCESSION (IPA) l EUROPEAN NEIGHBOURHOOD (ENPI) l Albania, Bosnia, Croatia, former Yugoslav Republic of Macedonia, Montenegro Serbia, Turkey l East – Armenia, Azerbaijan, Georgia, Moldova, Ukraine l South – Egypt, Jordan, Lebanon, Morocco, Tunisia, Algeria. l Budget split East/South 50/50 l IPA Legal relation with Europe: Accession or pre-accession status. Operating under Stabilisation and Association Agreements or as candidates requiring alignment with EU acquis. l ENPI Legal relation with Europe: Association agreements and various levels of trade agreement. Morocco (and probably shortly Tunisia) operating under “enhanced status” requiring approximation to the EU acquis.

4. © OECD SIGMA A joint initiative of the OECD and the European Union, principally financed by the EU What needs to be done l Design a legal and administrative framework that facilitates the integration of myriad procurement entities throughout the public sector into a functional and coherent network l Ensure that government purchasing entities employ trained personnel who understand the need for efficient procurement systems l Invest heavily in systems which provide adequate access to data and information, and which facilitate professional networking within the public sector. l Give suppliers access to training and information that promote their competitiveness, which in turn strengthens the market economy. l Design and implement effective mechanisms to curb fraud, waste, abuse and corruption, which threaten public procurement systems in all countries and impede competition.
