Ganga Flood Control Commission 2 Ganga Flood Control Board (GFCB)  Setup by the Government of India in 1972  Functions:  To effectively address the chronic and recurring flood, erosion and drainage problems in the Ganga basin through an integrated plan  To lay down the broad policies and decide priorities in the implementation of various schemes  To accord approval to the schemes and recommend annual outlays for their implementation  To issue necessary directions to Ganga Flood Control Commission in respect of formulation of comprehensive plan of flood control in the Ganga Basin and approval of schemes  16 th & last meeting was held on 16.01.2013 at New Delhi

Ganga Flood Control Commission 3 Ganga Flood Control Commission(GFCC)  Constituted by the Government of India in 1972  Acts as the Secretariat and the Executive Wing of the Ganga Flood Control Board  Subordinate office of the Ministry of Water Resources  Headquarter at Patna  Establishment cost of GFCC is included in MoWR Plan Scheme “River Management Activities & Works Related to Border Areas”  Total allocation during XII plan is Rs. 45 crore.  46 th & last meeting of GFCC held on 19.11.2014 at New Delhi

Opening of Regional Directorate at Lucknow  Ministry has sanctioned opening of a regional Directorate at Lucknow on 12 th March, 2015.  As of now, SE (C), UGBO, Lucknow, CWC has been given additional charge and a room in CWC complex, Lucknow has been allotted for this office.  One DD and one AD of GFCC have been given additional charge for this office.  Other posts of DD(02 nos), AD and AD-II (04 nos)are to be filled up.  Group C post services are to be outsourced. 13. Ganga Flood Control Commission 13 Achievements of GFCC  Comprehensive plans for flood management for all 23 river systems prepared between 1975 – 1990. These are also updated as per requirement. So far, 22 plans have been updated once and five plans have been updated twice.(Details at web-site: http://gfcc.bih.nic.in/achievements.htm ) http://gfcc.bih.nic.in/achievements.htm  Study for assessment of the adequacy of existing waterways under road and rail bridges for 21 river systems in Ganga Basin has been completed so far.  Appraisal of Flood Management schemes of Ganga Basin  About 300 schemes appraised since XI Plan  Monitoring of Schemes implemented with Central funding  114 schemes taken up under FMP in Ganga Basin in Bihar, Uttar Pradesh, West Bengal, Himachal Pradesh, Jharkhand and Uttarakhand. 58 schemes have been completed so far and 4 withdrawn/dropped.  Report of the Committee constituted by MoWR to find the cause for severe destruction in Uttarakhand due to flood and erosion during 16-17 June, 2013.  Report on Diversion of Ganga River near Patna submitted on 30 th April 2015 by a Committee headed by the Chairman, GFCC.

Comprehensive Plans – Preparation & Updating  Ganga basin divided into 23 river systems  Comprehensive plans for flood management for all river systems prepared between 1975 – 1990  Plans circulated to concerned State Governments for appropriate action  Some of the Plans are also presented to all concerned including people representative of the area.  Plans are updated from time to time to include latest planning and actual status of flood management  First updating of plans for all river systems except Kosi has been completed  Second updating for five river systems also completed. Ganga Flood Control Commission 27 Schemes received from the States as per Master Plans  Execution of anti-erosion works is an annual feature and a result of vagaries of floods and monsoons.  Embankment schemes are all covered in the recommendations of the Master plans.  All the above completed schemes, except anti-erosion schemes and those schemes included due to socio-political reasons are generally in accordance with the Master Plans.

The Government of Bihar has informed that six out of ten gaps have been closed. Although the State Governments are agreeable to the recommendation, however, adequate annual maintenance of works is not being done due to fund constraints. The works for strengthening of embankment, re-excavation of drainage channels and renovation of sluices are taken to restore the benefits by these structures. 5 Raised platforms in the chronically flood affected areas should be constructed as a flood proofing measure. 58 nos. of raised platforms have been constructed with requisite facilities needed during floods. 37. 37 Constraints  Lack of Infrastructure  GFCC does not have its own office space – office space provided by Government of Bihar in Sinchai Bhawan- own building-G+2 approved instead of G+6.  Due to less allocation of funds in XI Plan, the office facilities has not been modernized at par with other offices.  Vacancy of staff involved in maintenance / procurement works (Junior Engineer) – Officers at quite high level are involved in these works resulting in loss on manpower –encadrement of JE.

38. Ganga Flood Control Commission 38 Constraints  Lack of Infrastructure  Office vehicles are inadequate and the existing ones are old and obsolete that need to be replaced by new vehicles.  Hitherto GFCC did not receive due attention in matters related to infrastructure development and manpower posting.  Acute vacancy at almost all levels  (50 out of 101 posts are vacant)  Posts of Chairman to AD-II belongs to CWES cadre and posting of Director to AD-II is decided by CWC.  All deemed abolished posts should be revived –Regional Directorate of GFCC to be operationalised without any post creation.

39. Constraints  Capacity building  Most of the officials posted in GFCC do not have experience in appraisal of Flood Management Schemes. Urgent need for customized training on FMP, GIS and river modelling software.  No training circulars are received in GFCC. All circulars of CWC/ Ministry pertaining to CWES should have GFCC in mailing list.  Non receipt of data / information from the State Government  GFCC officers visit almost every month to State Government Offices for TAC Meeting / Monitoring / Other meetings.  The matter is pursued in GFCC meeting  The matter is pursued at highest level in GFCB meeting Ganga Flood Control Commission 39
