6 ACE User Metrics - Trade
As of April 2012 There are 20,198 Trade Accounts in ACE There are now 71 certified filers in ACE and 56 of them filed entry summaries in ACE in April 2012 179,687 Entry Summaries were filed in ACE in April 2012 The above total represents 7.7% of eligible Entry Summaries. The eligible condition is met when both of the following are true: the filer is certified in ACE; and the Entry Summary is Type 01, 03, or 11 All certified filers (Importer/Brokers) are encouraged to increase their entry summary filings in ACE 6 6

Brokers establishing their free ACE Portal Account enjoy the following benefits: Offer periodic monthly statement to qualified importers Pay duties and fees on eligible entry summaries by the 15th work day of the following month Run over 125 customized transactional and financial reports Create blanket declaration records in ACE for clients without ACE Portal accounts Respond to post summary request for documents Search, display and print AD/CVD case information and AD/CVD messages Comply with 19 CFR 111 reporting responsibilities Assess to link to view Importer Security Filing reports Create entry banks

The most frequently run ACE report is normally AM 008, the Entry Summary Detail report. That is normally followed by AR 007, the Periodic Statement Quickview – Importer View report and the AR 007 Periodic Statement Detail report. The other two top reports which normally round out the top five most frequently run ACE reports are AM 001, Entry Summary Lines by HTS Number detail report and AM 068, Entry Number report. ESM 7025 – CBO From 28, 29, 4647 Status report will, after February 14, 2010, display all 28s, 29s and 4647s issued by CBP regardless of whether the entry summary was filed in ACS or ACE. 10 ACE Reports Data Refresh
Periodic Monthly Statement Data Refreshed Hourly Multi-Modal Manifest Data in the Trade Reporting Folder Refreshed Every Two Hours Compliance Data Refreshed Monthly All Other Report Data Refreshed Nightly Various types of data are refreshed on different cycles. Periodic Monthly Statement data involves duty payment so it is critical that it is refreshed more frequently than other data. Entry, entry summary, truck manifest and continuous bond data is refreshed nightly Compliance report data is normally refreshed around the 25th of the following month. February 2012 10 10

A2.3.1.a February, 2010 AD/CVD Case AD/CVD Messages Available via ACE Portal and ABI Search, display and print via the Portal New ABI AD/CVD Case Query Expansion of data contained within the case Reference to associated AD/CVD messages Expanded Event Lifecycle Log Inclusion of specific duty rates Entry Summary Suspension Administrative Review Periods Parties affected by the AD/CVD Case Official Case Name Detailed Available via CBP.gov website Search, display and print via the Portal Expansion of the data within the messages Expanded message types and categories will more accurately reflect the action taken Messages available on the Portal Company details AD/CVD Case Management is made up of two primary components: the AD/CVD Case and the AD/CVD Messages. Case information will be available through the ACE Portal and via ABI. Users will be able to search and display case information as well as print. Case: The items below are new or an enhancement. Events - The Events sub-tab displays a chronological list of all the possible events that occurred throughout the lifecycle of the AD/CVD case will be displayed. Today only 10 events are supported. ACE is expanding that to 28 events. Rates – The Rate sub-tab show both specific duty rates as well as ad valorem rates. Bond/Cash – The Bond/Cash sub-tab can be used to determine if a bond or cash is required. Administrative Review –The AR sub-tab displays the period of time during which Import Administration “IA” reviews the Entry Summary transactions of Companies that are dumping. IA presents its findings DOC reviews new companies Possible rate adjustment Administrative Review is used for entering milestone events and capturing liquidation messages that enable the field to assess the required AD/CVD duties. What's new: Periods of Review, Events including “No review conducted”, Effective Dates, Date Added, FR Cite, Shipper Review (NSR) and Expedited Review indicator (both at Company Case), and AD/CVD Liquidation messages ES Suspension – The ES Suspension sub-tab displays the start and stop dates for suspension of liquidation. Parties – The Parties sub-tab displays information associated with the manufacturer and the foreign exporter. . HTS – The HTS sub-tab displays the HTS numbers associated with the case Messages can also be saved as a PDF as well as printed. 11 11

12 Search AD/CVD Case AD/CVD case information is located under the “Reference” tab in the ACE portal. If you know the AD/CVD Case number, no additional criteria is required to execute the search. Otherwise users will need to enter at least two search criteria in the “Search AD/CVD Cases” portlet. A wildcard can be used for all fields that do not contain a drop-down menu. Enter your search criteria and select the Search button. The results are displayed at the bottom of the portlet, sorted alphanumerically by case number. If the search fails to display the intended results, select the Clear button and redefine your search criteria. Select the Case # of the case you want to view from the “Search Results” portlet. The “View AD/CVD” portlet displays with details about the selected case. 12

13 Display AD/CVD Company Case
The “View AD/CVD Company” portlet is divided into three parts: the “Company Header” section, the “DOC-IA Contact” section and the sub-tabs. The Company Header portlet contains hyperlinks to Related Case Numbers, to the Country and to the Official Case Name. The DOCIA Contact fields display information associated with the Import Administration along with a phone number for inquiries or requests for information. Point out the various sub-tabs that were discussed on the earlier slide. 13

14 Search AD/CVD Message This release will provide the option for users to view more detailed AD/CVD messages through the ACE Secure Data Portal (“Portal”). All users will be now be able to search for and display AD/CVD case messages via the Portal. AD/CVD case messages are located under the “Reference” tab. If you know the message number, no additional criteria is required to execute the search. Enter at least two search criteria in the “Search AD/CVD Messages” portlet. A wildcard can be used for all fields that do not contain a drop-down menu. If “Message Date” is selected, both the “From” and “To” date must be entered. The date range is considered to be one field. You will need to enter another parameter before selecting the “Search” button. Enter your search criteria and select the Search button. The results are displayed at the bottom of the portlet and are sorted alphanumerically by message number. 14

The “View AD/CVD Message” portlet displays with the “Message Header” and two sub-tabs. Select Message Body to display message information. The message body sub-tab displays the content of the message. Select Companies to display company information associated with the message. 15

16 ACE Post Summary Corrections (PSC) Overview
The capability to file Post Summary Corrections was delivered on June 4, The Post Summary Correction (PSC) transaction: Fully replaces the existing ACE entry summary as a new version May be submitted for ACE entry summaries, types 01 and 03 only Replaces the existing Post Entry Amendment (PEA) hardcopy process for ACE entry summaries Provides the ability for the trade to submit corrections to ACE entry summaries via Electronic Data Interchange (EDI) Is processed through all existing validations including Census warnings May be subject to team review

18 ACE Post Summary Corrections Policy Purpose
Enables a filer to make electronic corrections, prior to liquidation, on ACE entry summary data presented to and accepted by U. S. Customs and Border Protection (CBP) Basic Rules May be filed 270 calendar days from date of entry Cannot be filed within 20 calendar days of the scheduled liquidation date Applies only to ACE entry summaries

20 ACE Post Summary Corrections
As of May 16, 2012, Post Summary Corrections (PSCs) have been submitted by 24 different filers For additional information on PSC rules refer to section 9 in the “Business Rules and Process Document (Trade) posted on CBP.gov Trade has the ability to request accelerated liquidation. Business Rules and Process Document – Trade is posted to CBP.gov. The document outlines entry summary processing in ACE and has been updated to include business rules for post summary corrections. Today if a PSC is made by a filer other than the original filer the original filer or any previous filer does not have visibility to all the data in the transaction. Only limited data is returned in the ACE ABI ES query and in ACE reports. When the change is made, all parties will be able to view all data in the transaction. 20 20

ACE Resources Portal Applications The application to request your free ACE Portal account as well as instructions and tutorials can be found on CBP.gov Web Based Training for each release Cargo Systems Messaging Service A subscription based, broadcast message system for users of CBP automated commercial trade system Portal Applications: CBP will create the top account and associate up to three importer of record numbers, filer codes, SCAC codes, etc. with the account. They will add the Trade Account Owner or Point of Contact as designated on the application. When the account has successfully been created in ACE, a confirmation will be sent to the TAO or POC.
