11. Assessment Administration Logistics DTCs are responsible for appointing and supervising school test coordinators (STCs). DTCs are responsible for scheduling assessment administrations in accordance with statewide assessment timelines when testing windows allow flexibility in scheduling*. 12. Assessment Administration Logistics DTCs are responsible for overseeing the processes associated with secure and non-secure test materials during each phase of assessment administration. This includes: Partnering with the Special Education and Section 504 coordinators to ensure that student information in online data systems reflect the correct accessibility features and accommodations required for testing Completing, submitting, and/or filing all forms as instructed in the Test Coordinators Manuals (TCMs) Managing the receipt, distribution, and return of all testing materials Ensuring that an area for secure storage of materials is designated at both district and school facilities Louisiana Believes DTC Responsibilities (Slide 3 of 6)

Assessment Administration Logistics DTCs are responsible for managing the administrative and security functions of online assessment systems*, including the EOC Test system, LEAPweb, and LEAdata Query. 14. Test Security Supervision DTCs are responsible for maintaining the security of test materials during all phases of assessment administration. This includes, but is not limited to: Establishing clearly defined processes for STCs as well as other stakeholders to report possible test security violations to the DTCs. 15. Training Staff DTCs are responsible for training select district-level staff and school leaders. This includes: Conducting annual test security training Delivering training for online assessment systems Providing assessment administration logistics training and guidelines to STCs Regularly sharing pertinent information regarding statewide assessment programs with appropriate district and school staff Ensuring that staff are aware of data privacy laws as they relate to each phase of assessment administration (R.S. 17:3913 (Act 677) and R.S. 17:3914 (Act 837)) Guidance on timelines for conducting select trainings is included in the Assessment and Accountability Month-by-Month Checklist. LEAP 2025 Vision: The Need to Transition Louisiana Believes Most jobs in Louisiana require education after high school, primarily at a four- or two-year college or university, technical, or community college. This is a change from jobs of generations past. In 2011, 28 percent of the Louisiana workforce had a two- or four-year degree. To meet Louisiana’s future job needs, that number must double. In part this gap is because Louisiana’s academic expectations do not correspond with the job need. Thus, Louisiana is committed to raising expectations for students by: Improving Louisiana’s college- and career-ready standards;standards Building a more cohesive K-12 assessment system while reducing testing time; and, assessment Transitioning accountability from “basic” to “mastery” as the bedrock for success.accountability

20. LEAP 2025: A Cohesive Assessment System Louisiana Believes The Department is in the process of procuring new assessments. Through this process the Department is committed to building a more cohesive system that reduces the amount of time spent on assessments. Over time this system will: Deliver all assessments through a single administrative platform for ease of use by districts and students; Create assessments that gradually build both developmentally and structurally from elementary through high school; Provide strong diagnostic and formative tools across grade levels (beginning in early elementary) aligned to end-of-year state assessments; and, Reduce testing time, particularly in high school.

ELA and math assessments will measure Louisiana's current standards and will have questions that are academically aligned with questions on 2014-2015 assessments.Louisiana's current standards Grades 3-8 social studies assessment will be based on the GLEs updated in 2011 and therefore will be field-tested this year. (Questions will be new, so the spring 2016 field tests will not be used in School Performance Scores.)GLEs updated in 2011 Middle school End-of-Course assessments will be used in place of grade level content assessment scores in calculating school performance scores, eliminating double-testing. There will be no changes in Grades 3-8 science assessments or any End-of-Course assessments. National and International Assessments Louisiana Believes National Assessment of Educational Progress (NAEP) NAEP is the largest nationally representative assessment of what the nation’s students know and can do. Results are released as the Nation’s Report Card. Students in grades 4, 8, and 12 at randomly selected schools take the NAEP arts, reading, or writing assessment. Graduate Exit Exam (GEE) Graduation Exit Exam (GEE) for students entering high school prior to 2010-2011 GEE administration must be offered a minimum of two times per school year.
