Rueben Canada, Howard University Law Center Study of liability waivers for paying passenger commercial space flight undertaken Nature of liability waived and construction of waivers vary significantly state-to-state Recommended course of action is to lobby on a state-by-state basis for favorable waiver legislation

4 RLV Working Group Security for the Next Generation Air Transportation System Paul Polski, JPDO Security IPT, Department of Homeland Security The Joint Planning Development Office (JPDO) ensures the planning and execution of the Next Generation Air Transportation System (NGATS) IPTs working to develop strategies and action plans to address the “3X” growth in demand expected by 2025 Collaborative, three element approach: Policy Modernization R&D Layered, Adaptive Security involved all aspects of traditional security functions using transformational policy and R&D JPDO transitioning from the concept of operations to developing a R&D plan

5 RLV Working Group Rocket Failures Database R&D Project John Sloan, FAA/AST Description of Project: AST should compile and maintain a database of historical data on failures and reliability of rocket-powered vehicles. An exhaustive database would include not only percentage reliability and number of vehicles, but type and class of vehicle and to the extent possible the results of the failure analysis. Included are orbital space launch vehicles and available data on suborbital (non-missile) vehicles ( X-15 and rocketpowered lifting bodies). The ultimate goal is to provide the industry with insight into what fails and why. Schedule Study Period: November, 2006 – April 2007 Final Report: July 2007 Goal: Enhance Safety
