The Nation’s Obligations to the States (page 97)
Republican Form of Government The National Government is required to guarantee every State a Republican Form of Government. It does not define a republican form and the Supreme Court has refused to do so. Invasion and Internal Disorder An invasion of one is an invasion of all. The state is expected to deal with internal disorder, but the federal forces can be called on to restore order. Respect for Territorial Integrity The National government is bound to respect the territorial integrity of each State.

Admitting New States (page 99)
Only congress has the power to admit new States to the Union. Admission Procedure The perspective state must request admission The congress passes and “enabling Act,” directing the territory to frame a proposed constitution Submitted to Congress If Congress agrees, it passes a Act of Admission. The President must sign. The State is admitted. Conditions for Admissions Congress can set non political conditions for admission. Utah and polygamy

Cooperative Federalism (page 101)
Federal Grants-in-Aid Grants of federal money or other resources to the States or their cities, counties or other units. Has 200 year history Revenue Sharing Congress gives an annual share of federal tax revenue to the States. Few strings other than restrictions on discrimination.

More Aid Types of Federal Grants
Categorical Grants: Made for specifically defined purpose. School lunch programs, Airports, sewage treatment. Have strings attached. Block Grants: Broad categories and fewer strings. Health care, social services or welfare Project Grants: Support research or cancer, diabetes, neurological disease. In addition may support job training and employment programs.
