2 The role of the non-profit sector as a provider of social services of general interest in the Czech republic.

3 Social services didn’t have systematic and comprehensive definition by law to 2006 in the Czech republic. From 2007 every social services have to be subjected to Act No. 108/2006 Coll. on social services. Every social providers are registered from 2007 at Register of social services, which is managed by The Ministry of Labour and Social Affairs (MoLaSA).

4 Definition of social services according to Act about social services: Social services mediate assistance in the care of one's own person, providing meals, accommodation, assistance in running a household, care and assistance with bringing up a child, providing information, mediation of contact with social environments, psychotherapy and social therapy, assistance in assuring one's rights and interests.

5 Basic types of social services: Social counselling Domiciliary care Personal assistance Respite care Day care centre and week care centre Stays in homes for the elderly and homes for the people with learning disabilities Protected and supported housing Early intervention services

6 Shelter services Half-way houses Hostels Emergency assistance (including crisis beds) Outreach programmes Low-threshold services for children and minors Services in contact centres for drug addicts Therapeutic communities

7 Every social services according to this low comply with definition of Services of General Economic interest.

8 Social services providers Municipalities and regions (Subsidized organisations ) Non-governmental non-profit organisations and individuals The Ministry of Labour and Social Affairs

9 Non governmental non-profit organisations In the Czech republic doesn’t exist definition of the term non governmental non-profit organisations (NGO) according to low. Usually means: Associations Churches and religious organisations Generally beneficial company Foundations and foundation founds

10 Government have been already preparing Act on Statutes of generally benefits for 5 years. Political consensus doesn’t exist, prefer especially in the field of taxation and basic characteristic organisations. Currently charitable (for social providers) contribution are deductible up to 15 percent of the tax base for individuals and 10 percent for legal entities.

11 Subsidized organisations A special group of social providers are Subsidized organisations (SO) are founded municipalities and regions or Ministry. Subsidised organisations can provide same services and same territory. They can apply for grants from the same donors. They are funded by subjects, which co-decide on grants and registration of social providers. It is big problem for the NGO. Since this year regions assemblies decide on allocation subsidies, include self-organisations.

15 Subsidized organisations have back office at the region authority (interest-free loan, investment department, projects department etc.) and other subsidies in the form contributions of founder. NGOs haven’t got these mostly advantages.

17 Some information about our organisation Charity of Czech republic is the biggest NGO in the Czech republic. Charity ran 1.198 services and has 91.191 recorded clients and thousands anonymous clients. We have 7.300 employees in 340 local charities. Charities work in 29 countries worldwide, focusing on health care, social care, livehods and education.

18 Our financial resources (2012) Our Business: 997.036.000 CZK (35.608.428 €) Health insurance: 415.029.000 CZK (14.822464 €) Subsidies from Government, regions and municipalities: 967.032.000 CZK (34.536.857 €) Subsidies from European union: 89.799.000 CZK (3.207.107 €) Collections and other revenues: 343.373.000 CZK (12.252.607 €) Total: 2.811.970.000 CZK (100.427.500 €)

20 Our efforts? We try advocacy our members towards government, Parliament and local authorities. We would like: balance position SO and NGO in financial area create comprehensive system between social service, quality and financial subsidies increase subsidies from for NGO more participate on creation of the state, regional and local concepts of development of social services
