It is difficult to experiment economic events. Do whatever data the world gives you. (Analysis of inflation, analyze money and price levels and came up with new theory) Develops theories, collects, and analyzes data to evaluate the theories.

The art in scientific thinking is deciding which assumptions to make. Economists use different assumptions to answer different questions. Mostly used assumptions: Representative agent, two country model, no tax, free flow of information, immediate response etc.

At other times, economists are united in the advice they offer, but policymakers may choose to ignore it.
