Execute the components of the “Safety Management Cycle” for a local agency given a variety of levels of data. Explain the significance of the Highway Safety Manual (HSM) with respect to higher level data intensive analysis 12

Outline the strengths, weaknesses, and limitations of analytical techniques. Effectively use published crash reduction factors (CRFs) or crash modification factors (CMFs) 13
