1 The UK Electronic Libraries Programme (eLib) demonstrated the feasibility of creating a community trusted by publishers and others to manage rights issues. HERON has been established to take this work forward and to provide a service for all UK Higher Education establishments. There will be a resource bank of copyright-cleared materials available for use. HERON, a partnership of HE institutions and Blackwell’s, will manage this and provide fair returns to rightsholders. It will provide benefits for students, HE, publishers, authors and bookstores HERON: Electronic Delivery of Course Materials

Offering students convenient access:  via paper course packs  via online delivery Allowing librarians to shift scarce resources from inflexible and inadequate traditional methods Enabling academic staff to tailor course packs & assigned reading

For example  SCOPE tested on-demand course packs & e-reserve in Scotland  Phoenix tested on-demand course pack in London & Huddersfield  ACORN tested e-reserve for copyright cleared e-text periodicals  Subject specific projects testing demand for course packs and electronic collection access in business, psychology, sociology etc.  HERON ( Aug98-Aug01) tests the commercial viability of course pack and electronic reserve service to UK HEIs

Will there be a shared corpus of quality controlled materials? HERON will move in this direction
