2 Office of the City Clerk 2 BACKGROUND March 5, 2013 Consolidated Primary Nominating Election: >City of Pasadena:  City Council Districts 3, 5, and 7 >Pasadena Unified School District:  Board of Education Districts 1, 3, 5, and 7 (newly formed) April 16, 2013 General Municipal Election: >Will be held for those races in the Primary Nominating Election with less than a 50% plus one majority winner

3 Office of the City Clerk 3 RESOLUTION CALLING AND CONSOLIDATING ELECTION Provides general information regarding the Primary Nominating Election: > Offices to be elected > Time of opening and closing polls > Details of the canvass to be conducted by the City Clerk Consolidates Primary and General Elections with Pasadena Unified School District Sets forth the stipends for poll workers, including a bilingual stipend

4 Office of the City Clerk RESOLUTION REQUESTING ELECTION SERVICES Requests the rendering of specified election-related services by the Los Angeles County Registrar of Voters: >County computer records identifying names and addresses of all eligible registered voters >Precinct maps for consolidation of County precincts >Signature verification services for nomination papers and Vote-By-Mail ballot applications >Formula for the allocation of costs for consolidated election with PUSD in accordance with the California Education Code and other applicable provisions of law 4

5 Office of the City Clerk CANDIDATE STATEMENTS/COMPLIANCE WITH FEDERAL VOTING RIGHTS ACT Sets forth regulations pertaining to candidate statements for the primary and general elections: >Candidates to pay a pro-rata share of costs associated with printing their candidate statements in English >$350 for the City Council district races, and $350 for the newly established Board of Education district races (previously $2,000) >Sets the March 8, 2013 deadline for Candidate Statements for the General Municipal Election >Requests the Secretary of State’s Office to conduct separate randomized alphabetical drawings for the March and April Elections 5

6 Office of the City Clerk CONTINUED EARLY VOTING PROGRAM The City Clerk’s Office will continue to provide “Early Voting” opportunities: Voting at City Hall during two weeks prior to Election Day For March Election, during regular business hours at the City Clerk’s Office, weekdays, starting Tuesday, February 19, 2013, from 8:00 a.m. to 5:00 p.m. Additional day of Saturday, March 2, 2013, from 10:00 a.m. to 2:00 p.m. 6

7 Office of the City Clerk VOTING BOUNDARY AND ELECTION FORMAT CHANGES Several Changes to the 2013 Election Cycle: > Utilizes newly created voting districts for Board of Education, Districts 1, 3, 5, and 7 > Incorporates changes to boundary lines for City Council Districts 3, 5, and 7 (based on recent Redistricting process) > Results in an increase to the number of ballot types from 4 to 11 Potential Issues: > Adds to the complexity of election administration when compared to prior election cycles > Creates challenges in maintaining historic voting precinct locations 7

8 Office of the City Clerk VOTING BOUNDARY AND ELECTION FORMAT CHANGES (cont.) Strategies: > During the summer, meetings were held with the Election Consultant, LA County Registrar, and PUSD to review changes to the maps and resolve potential issues > Voting boundary maps reviewed in detail by City Clerk’s staff, City GIS staff, County GIS staff, City and PUSD demographers, and the Election Consultant Advantages: > Smaller election area will mean fewer polling locations and poll workers to manage on Election Day > Much easier to administer run-off elections, especially for Board of Education races > Lower costs, especially for the School District 8

11 Office of the City Clerk MARTIN & CHAPMAN CONTRACT Martin & Chapman Company > Provides specialized election-related services for the City of Pasadena (50 plus years):  Typesetting and printing of official ballots and sample ballot pamphlets  Voting materials and supplies, including all polling place supplies and notices, translated into Spanish, Chinese, and Korean  Full compliance with the Federal Voting Rights Act and requirements of the Department of Justice  Vote-By-Mail supplies  Delivery and pickup of precinct supplies  State-approved ballot tally software 11
