2 2 Substitution Principles  Any solution needs to take into account substitution prior to submitting a Development Consent Order  Prior to any such reservation parties at the Donor point should have the opportunity to retain the capacity.  If capacity is reserved the party will have to pay a fee for this  If a formal capacity signal is not received within a defined time the reservation is cancelled and the party is charged.

For option 5: because the retainer was taken out in response to a specific recipient project, the retainer would last until the “recipient” project reaches build decision date. Reservations last until surrendered or substitution confirmed. All options subject to system analysis
