11 Road Systems in Alaska The majority of Alaska villages are not on a road system, resulting in high transportation and shipping costs.

12 Typical Transportation Costs - The figures represented in the below table reflects roundtrip airfare costs. Travel costs increase when lodging, per diem, and car rental expenses are added on. Transportation is primarily by small aircraft, three/four wheelers when in the village, and by boat. 13 Tribal Budget Priorities as approved/proposed by the TBAC Recommend strongly pushing for holding Indian Country’s budget harmless.

14 Recommendations In 1994, the budget subcommittee of the joint reorganization task force recommended (and the full committee concurred) that all Small and Needy Tribes in the lower 48 should receive a minimum TPA allocation of $160,000 and that Alaska Small and Needy Tribes should be allocated a TPA base of $200,000. In 1998, the recommendation to bring all Small and Needy tribes nationwide to $160,000 was implemented. The recommendation to fund Alaska Small and Needy tribes at the $200,000 funding level has not been implemented. We respectfully request and recommend that: -As core funding, the minimum TPA funding level for Alaska Small and Needy tribes be increased to $200,000 as recommended by the joint reorganization task force; -Tribal Priority Allocation funding nationwide be increased by 25% to bring it current with inflation; - Further that TPA be adjusted annually, to keep it current with inflation;

15 Recommendations, continued -Natural Resources dollars be made available to Alaska Tribes and tribal consortiums so that we are able to advocate on our own behalf as it relates to subsistence; -Resources be made available such that unique needs within each area of the BIA can be addressed.
