3. 3 Regional Initiative 5 : Bridging the Standardization Gap WTDC-06 called upon BDT to implement regionally approved initiatives at national, regional, interregional and global levels Regional Initiatives in the Asia Pacific region on Strengthening the collaboration between ITU- T and ITU- D aims at Assisting, through ITU-D, the developing countries that lack the necessary human resources to understand ITU T Recommendations Enhance the application of ITU T Recommendations for telecommunication/ICT services and equipments The expected outcomes : Close coordination mechanism between ITU T and ITU D at the regional level through the ITU Regional Office for Asia-Pacific; Guidelines for developing countries to understand and apply ITU T Recommendations for those having policy & regulatory implications; Creating a virtual forum to discuss related topics on ITU-T standards and national standards Online and face to face capacity building programs.

4. 4 ITU / MIC Regional Training on Bridging the Standardization Gap ( 2007) ITU and Ministry of Internal Affairs and Communications Japan (MIC) jointly organized the Training on Bridging the Standardization Gap during 18-22 June 2007 in Tokyo, Japan Training benefited 26 participants from 21 countries in enhancing their knowledge on Standardization including NGN Presentations by speakers and country delegates as well as group discussion reports can be found at http://www.itu.int/ITU-D/tech/network- infrastructure/index.html. http://www.itu.int/ITU-D/tech/network- infrastructure/index.html

7. 7 Regional Development Forum: Yogyakarta, Indonesia, (27-29 July 2009) ITU Regional Development Forum for the Asia Pacific Region : NGN and Broadband: Opportunities and Challenges RDF conducted by all Sectors in the ITU jointly by sharing in-depth knowledge on various aspects of NGN relating to Standardization and Radiocommunication Attended by 110 participants from 17 countries, 10 Sector Members and 25 other ICT-related organizations Active participation in the NGN standardization process through relevant ITU-T Study Groups and ITU-R activities and its Study Groups on the standardization topics Active coordination and partnership with external ICT developmental agencies to optimize the resources Harmonization of interfaces standards to allow interoperability (e.g. UNI and NNI interfaces), ensure conformance to standards in order to increase the probability of interoperability All the presentations are available on the following URL: http://www.itu.int/ITU-D/tech/indexDevelopmentForum.html http://www.itu.int/ITU-D/tech/indexDevelopmentForum.html

8. 8 Conformity & Interoperability Conformity ITU is developing a pilot conformity database which lists and gives visibility to products tested for conformity against ITU-T Recommendations. The database availabledatabase for ITU members; Interoperability ITU is organizing a series of interop events, some in partnership with relevant standards development organisations, forums and consortia. Future interop events may include: Home Networking; VDSL2; GPONinterop events Capacity Building ITU-T and ITU-D Secretariats preparing a programme of capacity building events on conformity and interoperability testing. Test Centers ITU is providing assistance in establishment of testing facilities with other international organizations and private entities. A pilot project has been initiated in Tanzania in cooperation with Sintesio Regional ITU Consultation on Conformance Assessment and Interoperability for the Asia-Pacific Region: Sydney, Australia, 16 - 17 September 2010 WTSA-08 Resolution 76 Studies related to conformance and interoperability testing, assistance to developing countries, and a possible future ITU mark program

PROGRAMME 1: Information and Communication Infrastructure and Technology Development The objective of this programme is to assist ITU Member States and ITU D Sector Members and Associates to maximize the utilization of appropriate new technologies for the development of their information and communication infrastructures and services, by taking due account of broadband deployment, transition from analogue to digital broadcasting, traffic and demand forecasting, spectrum management and radio monitoring, interconnectivity, interoperability, network management, security, and quality of service standards for wired and wireless networks, including mobile telecommunications, next-generation networks, rural and satellite telecommunications and the accelerated convergence of the telecommunication networks and services. Particular attention will be given to capacity building in the development and use of ICT networks through training activities and sharing of information and know-how, as well as to developing and making openly available relevant guidelines, manuals and case studies

ITU-KCC Digital Broadcasting Project NBTC-ITU CoE Training/Regional Workshop on Transition from Analogue to Digital Terrestrial Television Broadcasting (27 February – 2 March 2012) Bangkok : (hosted by NBTC, ABU, AIBD) with 130 participants from 21 countries from overseas: completed.

Wireless Broadband Master Plan Survey on the situation of broadband - Collect information on the status of Asia and Pacific broadband through a questionnaire in cooperation with the Asia-Pacific Regional Office; and - Analyze the collected information. Develop master plan for pilot countries - Identify the pilot countries (at least 4 countries) - Clarify the requirements of the 4 pilot countries; and - Develop and provide a master plan according to each pilot countrys requirements and situation. Training of national experts - Develop the workshop programmes to deliver a regional workshop on the master plan; - Identify the host country of the workshop; and Conduct the training programmes. 1 2 3

Conclusions ITU-T provides solid foundation by developing interoperable standards ITU –D guidelines on developing and enhancing the capabilities for C&I Testing in developing countries ITU-D, in collaboration with ITU-T and ITU-R, prepared guidelines and case studies on NGN, DTTB and Wireless Broadband ITU encourages your contribution to Study Group questions and standardization work on NGN, C&I ITU-D along with TSB organizes capacity building training courses on NGN, IMT Advanced, C&I
