2 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 2 Implementation of the UNFCCC and the Kyoto Protocol in Croatia Party to UNFCCC from 1996 Republic of Croatia is a Party to UNFCCC from 1996 and as a country with economy in transition assumed the scope of its obligations under Annex I to the UNFCCC. Republic of Croatia ratified the Kyoto Protocol in April 2007 and became a Party on 28th August 2007. By doing that Croatia, as Annex B Party, has taken obligation to reduce its overall GHG emissions by at least 5% below the 1990 level during the commitment period 2008-2012 By doing that Croatia, as Annex B Party, has taken obligation to reduce its overall GHG emissions by at least 5% below the 1990 level during the commitment period 2008-2012 (domestic measures/Kyoto mechanisms ). Croatia is an EU candidate country (2004), and currently the process of accession to the EU is in progress, conditioned by the transposition and implementation of the Acquis in the field of climate change.

3 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 3 COMMITMENTS UNDER UNFCCC MEPPPC is responsible for: preparing and submitting the NC to the UNFCCC Secretariat in prescribed date, format and content; First NC was submitted on 1 February 2002; Consolidated II/III/IV NC, in accordance with decision 4/CP.8 was submitted on 6 February 2007; Fifth NC is planned to be submitted in 2010. Preparing and submitting the National GHG Emission Inventory to the UNFCCC Secretariat. Preparing and adopting national plans, programmes and studies for more efficient implementation and creation of climate change policy.

4 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 4 DEVELOPMENT OF NCs First Croatian NC (2002): The Government of Croatia and UNDP/GEF project: “Enabling Croatia to Prepare First NC in Response to Commitments under the UNFCCC”, financed by GEF Second/Third/Fourth NC (2007): UNDP/GEF Phase II project “Climate Change Enabling Activity: Additional Financing for capacity Building in Priority Areas” - prepared the chapter “The assessment of measures and technological needs” EC LIFE-Third Countries project “Capacity Building for Implementation of the UNFCCC and Kyoto Protocol in Croatia” – prepared the chapters: 1.Chapter 3. GHG Emission Inventory Information 2.Chapter 4. Policy and Measures 3.Chapter 5. Projections and the Total Effects of Policies and Measures 4.Chapter 8. Education, Training and Public Awareness Other chapters were prepared by the means of State Budget.

5 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 5 DEVELOPMENT OF NCs Organizational Structure Coordinative body: MEPPPC Croatian institutions (45 experts) involved in the preparation of the NC: Faculty of Science – Botanical Institute, Faculty of Forestry, Faculty of Agriculture, Institute for Oceanography and Fisheries, Faculty of Civil Engineering, Meteorological and Hydrological Service, EKONERG Energy and Environmental Protection Institute, Hrvoje Požar Energy Institute, OIKON Energy and Applied Ecology, Croatian Electric Power Industry, Croatian Waters, Ivo Pilar Institute of Social Sciences, MED-EKON Health Care Organization and economies, MAP/PAP/REC Split, Ministry of Agriculture, Forestry and Water Management, MEPPPC, other ministries, NGOs NC has been supervised by the appointed COMMITTEE FOR MONITORING THE PREPARATION OF THE NC.

9 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 9 NC – PROJECTIONS OF EMISISONS “WITH MEASURES” scenario starts from the assumption that climate change issues and the sustainable development concept will have a marked effect on re-orientation of the overall industry and economy in Croatia. Substantial effects of these measures are expected after 2010. According to the “with measures” scenario, in the first commitment period (2008-2012) the total GHG emission will exceed the Croatian Kyoto Protocol target by around 1.3 mill. tonnes CO2 eq. KEY SECTOR IS ENERGY SECTOR

10 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 10 NC – POLICIES AND MEASURES General and Development Policy: Croatian Government in 2006 adopted the Strategic Framework of Development from 2006 to 2013 and the National Programme of Croatia for the Accession to the EU Environmental Policy – key legislation: Environmental Protection Act, Air Protection Act and Act on Waste, implementing regulations, Act on Environmental Protection and Energy Efficiency Fund, The National Environmental Protection Strategy and the National Environmental Action Plan (2002) Sectoral Policies and Measures: Include relevant policy, measures and project activities in the following sectors: energy, transport, industry, agriculture, forestry and waste management.

Improvement of energy efficiency in energy production, transfer and consumption transfer and consumption 3. Use of fuels with lower carbon content, particularly natural gas gas 4. Measures in industrial processes, where cost-effective 5. Measures in waste management Specific priority measures: 1. Use of wind power plants 2. Use of biomass for heating generation 3. Improvement of thermal insulation and energy efficiency in buildings 4. Use of biomass in cogeneration plants 5. Use of biodiesel and other biofuels in transport.

12 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 12 NC – PRIORITY MITIGATION MEASURES PROJECT ACTIVITES AS SUPPORT FOR IMPLEMENTATION OF MITIGATION MEASURES UNDP/GEF: Energy Efficiency Promotion Project (2005), objective: to promote application of energy efficient technologies and procedures in Croatia’s sectors of households, service trade facilities and public facilities (fund: GEF 4.4. mil USD + CRO 7.9 mil USD). IBRD/GEF: Energy Efficiency Project (2005), objective: to increase the consumers’ demand and the market-based supply of services and energy efficiency projects. HEP-ESCO company has been established: preparation, funding and implementation of energy efficiency projects, fuding domestic companies as main suppliers (so far more than 50 projects are running). Projected fund: 40 mil USD and supported by WB grant of 5 mil USD..

13 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 13 NC – PRIORITY MITIGATION MEASURES PROJECT ACTIVITES AS SUPPORT FOR IMPLEMENTATION OF MITIGATION MEASURES IN 2003 FUND FOR ENV. PROTECTION AND ENERGY EFFICIENCY ESTABLISHED: -The necessery finance is secured from revenues raised by charges on env. polluters – CO2, NOx and SO2 charges, charges on users of the environment, on environmental load by waste and special environmental charges on motor vehicles. -Financing preparation, implementation and development of programs and projects in the field of env. protection, energy efficiency and use of renewable energy sources, including mitigation of climate change.

14 Ministry of Environmental Protection, Physical Planning and Construction MINISTARSTVO ZAŠTITE OKOLIŠA, PROSTORNOG UREĐENJA I GRADITELJSTVA DIRECTORATE FOR ENVIRONMENTAL MANAGEMENT – Sector for Atmosphere, Sea and Soil 14 NC – VULNERABILITY ASSESSMENT Croatia is a country that is particularly vulnerable to the impact of climate change due to its 5800 km long coastline with 1185 islands, its fragile agriculture and forestry with their social and economic significance. There is also potential influence on hydrology, water resources, mainland and coastal ecosystems. Therefore, Croatia has cause for concern and is motivated to take an active part in international efforts aimed at finding practical solutions to climate change. EXMP. Sea level increase would bring about salinisation of freshwater sources on the coast and sea water infiltration in the Neretva area, jeopardising fruit and vegetable production.

Hydrology and Water Resources 2. Agriculture 3. Forestry 4. Coast and Coastal Zone 5. Marine Ecosystems and Fish Resources 6. Biodiversity and Natural Terrestrial Ecosystems 7. Human Health EXPECTED RESULT: NATIONAL ADAPTATION STRATEGY (2010-2011)
